New Delhi: On behalf of South Eastern Coalfields Ltd (SECL), Coal Lignite Urja Vikas Private Limited (CLUVPL) has invited bids for the setting up of a 40 MW ground mounted grid-connected solar PV power project for captive use. A tender document floated in this regard said that online bids are invited by Coal Lignite Urja Vikas Private Limited for "Setting up of 40MW (AC) Ground Mounted Grid Connected Solar PV Power Project for SECL at Bishrampur & Bhatgaon in Surajpur District, Chhattisgarh State under EPC mode and 10 years O&M (operation and maintenance) on Domestic Competitive Bidding Basis."

The invitation for bids (IFB) will be available for download to bidders until October 15. Peeyush Kumar, who is the head of the tender committee and Chief Manager in CLUVPL, said that the pre-bid meeting is scheduled to take place on October 1 and submission of bids will start on October 5 and close on October 15 at 2.30 pm. 

The bidding process is divided into two stages — Stage-I and Stage-II. Stage-I bidding will be through e-tender. Stage-II bidding will be through e-reverse auction. Kumar said that the date and time for the last two stages will be announced in due course.

"Bidders interested to participate in the tender require to complete the enrollment process at NeAT https://procure.nlcindia.in to create their account / user id and password. The tender documents shall be downloaded from Central Public Procurement portal (CPPP) of GoI at www.eprocure.gov.in, www.secl-cil.in and www.coalindiatenders.nic.in," said a notification released by CLUVPL.

Scope of work

The project is to be developed on lump-sum turnkey basis which includes site study, site development, design, engineering, manufacture, inspection at supplier's works, supply, insurance, transport, storage, installation, erection, testing and commissioning with associated power evacuation system, including grid connectivity and approval from Chhattisgarh state electricity authorities, bay extensions, external transmission lines, Metering arrangements, performance assessment and operation and maintenance for a period of 10 years, including first year warranty period O&M at Bishrampur and Bhatgaon locations in Surajpur district of Chhattisgarh.

The setting up of solar power plants is part of Coal India Ltd (CIL) and its subsidiaries' plan to become a net-zero energy consumption company. CIL aims to set up 14 rooftop and ground-mounted solar power projects with a combined capacity of 3 GW by financial year 2023-24. CIL's JV with NLC India is tasked with building solar power plants totalling 1GW of capacity.
