AAI organises a workshop on Air Traffic Flow Management

Airport Authority of India (AAI) is hosting a workshop on Integration of Airport Collaborative Decision Making with Air Traffic Flow Management (ATFM)
New Delhi: Airport Authority of India (AAI) is hosting a workshop on integration of Airport Collaborative Decision Making (A-CDM) with Air Traffic Flow Management (ATFM) from December 2 to 4. The objective of the workshop is to promote awareness of the concepts of ATFM and ACDM and highlight the ACDM-ATFM integration benefits. Representatives from the Asia Pacific, Mid-East and the African Region States are participating in the workshop. The workshop commenced in the august presence of Executive Director of Air Traffic Management (ATM) JP Alex, Shane Sumner, Punya Raj Shakya and Hiroyuki Takata representatives from International Civil Aviation Organization (ICAO), Keziah Achieng Ogutu, Eastern and Southern African (ESAF) Office and other senior AAI officials at Indian Aviation Academy (IAA), New Delhi. This workshop will provide a platform to share the experiences of all ICAO APAC states in the implementation of ACDM and ATFM and discuss implementation-related issues. According to provisions contained in the document ‘Asia/Pacific Seamless ATM Plan version 2.0’, all high-density aerodromes should operate an A-CDM system serving the Major Traffic Flow and busiest city pairs, with priority implementation for the busiest Asia/Pacific aerodromes. As of August 2018, only 15 of the 51 busiest APAC aerodromes reported completion of A-CDM implementation and 17 aerodromes reported a plan for A-CDM implementation. Air traffic in India continues to grow rapidly and this trend is likely to continue in the coming years. Airports Authority of India and other airport operators have augmented the required aviation infrastructure to manage air traffic growth. However, the current airport and airspace capacity are not meeting the heavy demand created by the rapid rate of increase in air traffic. The imbalance between demand and capacity results in air traffic congestion, delays, extra fuel burn and consequent harmful environmental effects. A Centralised Air Traffic Flow Management (C-ATFM) system has been established in India by the Airports Authority of India. The C-ATFM network consists of a Central Command Centre (CCC) at Delhi and Flow Management Positions (FMPs) established at civil and defence airports, to optimise the utilization of air traffic system capacity. The CCC provides ATFM service in collaboration with the FMPs. ACDM system, on the other hand, enables collaborative decision making by involving all stakeholders operating at an airport to achieve optimum utilization of Airports, Airspace, and Aircraft at Indian Airports. Integration of ACDM capabilities with ATFM at airports aims to improve air traffic capacity and demand balance by reducing delays, increasing the predictability of events during the progress of a flight, punctuality to the ATM (Air Traffic Management) network and airport stakeholders thereby optimising the utilisation of resources. India has implemented A-CDM in Delhi, Mumbai, Kolkata, Chennai, Ahmedabad and Jaipur airports, of which A-CDMs of Mumbai, Kolkata, Chennai airports have been integrated with ATFM.
