New Delhi: The Appointments Committee of the Cabinet (ACC) has approved a wide-ranging set of senior-level appointments, postings and in-situ upgradations across Union ministries, departments and public sector institutions, including key roles in commerce, defence, power, petroleum, labour, education and major PSUs such as the Food Corporation of India and Bharat Petroleum Corporation Ltd., according to an official order issued on Tuesday.
As part of the approved appointments, Suchindra Misra, IDAS (1992), has been appointed as Special Secretary in the Department of Commerce, Ministry of Commerce and Industry, in the rank and pay of Secretary to the Government of India, by temporarily upgrading a vacant post of Additional Secretary.
Dilip Kumar, IAS (Punjab:1995), has been appointed as Director General (Training) in the Ministry of Skill Development and Entrepreneurship in the rank and pay of Additional Secretary, through temporary upgradation of a vacant Joint Secretary-level post.
Shyamal Misra, IAS (Haryana:1996), has been appointed as Administrator, Digital Bharat Nidhi, in the Department of Telecommunications, in the rank and pay of Additional Secretary to the Government of India.
Aneeta C. Meshram, IAS (Uttar Pradesh:1996), presently Additional Secretary in the Department of Fertilizers, Ministry of Chemicals and Fertilizers, has been appointed as Additional Secretary in the President’s Secretariat, vice Rakesh Gupta, IAS (Haryana:1997), following his appointment elsewhere. The temporary upgradation of the post has been continued.
Lay Aggarwal, IAS (Andhra Pradesh:1996), Additional Secretary in the Ministry of Women and Child Development, has been appointed as Director General, Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, in the rank and pay of Additional Secretary.
Caralyn Khongwar Deshmukh, IAS (Madhya Pradesh:1996), Additional Secretary in the Department of Social Justice and Empowerment, has been appointed as Additional Secretary in the Ministry of Women and Child Development.

Rabindra Kumar Agarwal, IAS (Kerala:1997), Additional Secretary in the Ministry of Cooperation, has been appointed as Chairman and Managing Director of the Food Corporation of India, in the rank and pay of Additional Secretary, vice Ashutosh Agnihotri, IAS (Assam:1999).
Srikant Nagulapalli, IAS (Andhra Pradesh:1998), Additional Secretary in the Ministry of Power, has been appointed as Director General of Hydrocarbons in the Ministry of Petroleum and Natural Gas.
Anandrao Vishnu Patil, IAS (Tamil Nadu:1998), Additional Secretary in the Department of School Education and Literacy, Ministry of Education, has been appointed as Additional Secretary in the Department of Higher Education, Ministry of Education.
Ajoy Sharma, IAS (Punjab:1999), Joint Secretary in the Ministry of Labour and Employment, has been appointed as Additional Secretary in the same ministry by restoring the post to Additional Secretary level.
Ashutosh Agnihotri, IAS (Assam:1999), Chairman and Managing Director of the Food Corporation of India, has been appointed as Additional Secretary in the Ministry of Environment, Forest and Climate Change.
Solomon Arokiaraj, IAS (Andhra Pradesh:2000), Additional Secretary in the Department of Economic Affairs, Ministry of Finance, has been appointed as Additional Secretary in the Cabinet Secretariat by temporarily upgrading a vacant DS/Director-level post.
Niranjan Kumar Sudhansu, IAS (Maharashtra:2000), has been appointed as Additional Secretary in the Ministry of Skill Development and Entrepreneurship, vice Sonal Mishra, by continuing the temporary upgradation of the post.
Vandana Jam, CSS (1991), Joint Secretary in the Department of Health and Family Welfare, has been appointed as Additional Secretary and Financial Adviser in the Ministry of Culture.
Nidhi Pandey, IIS (1991), Joint Secretary in the Department of Atomic Energy, has been appointed as Additional Secretary in the Department of Atomic Energy by restoring the post to Additional Secretary level.
D. Saibaba, IRSNIE (1992), Joint Secretary in the Ministry of Power, has been appointed as Additional Secretary in the Ministry of Power.
Satinder Kumar Bhalla, ITS (1992), Secretary, North Eastern Council Secretariat, Ministry of Development of North Eastern Region, has been appointed to the same post in the rank and pay of Additional Secretary by restoring the post.
Dinesh Mahur, ITS (1992), Joint Secretary in the Ministry of Mines, has been appointed as Additional Secretary in the Department of Defence Production, Ministry of Defence.
Mayank Tiwari, IRSME (1993), Joint Secretary in the Department of Defence, has been appointed as Additional Secretary in the Ministry of New and Renewable Energy.
Ateesh Kumar Singh, IRTS (1994), Joint Secretary in the Ministry of Micro, Small and Medium Enterprises, has been appointed as Additional Secretary in the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, by temporarily downgrading a vacant Special Secretary-level post.
Rakesh Mittal, IDES (1995), Joint Secretary in the Department of Defence, has been appointed as Additional Secretary in the Department of Defence.
D. Sai Amutha Devi, IP&TA&FS (1995), Joint Secretary in the Office of the Secretary (Security), Cabinet Secretariat, has been appointed as Additional Secretary in the Cabinet Secretariat (SR).
Vedveer Arya, IDAS (1997), Additional Financial Adviser and Joint Secretary in the Ministry of Defence (Finance), has been appointed as Additional Secretary and Financial Adviser in the Ministry of Petroleum and Natural Gas.
The ACC has also approved in-situ upgradation of several senior officers to the level of Special Secretary and Additional Secretary to the Government of India as a personal measure, by temporarily upgrading the posts held by them.
The ACC approved the in-situ upgradation of Asit Gopal, IFoS (Madhya Pradesh:1990), Additional Secretary and Financial Adviser, Ministry of Textiles, as Special Secretary and Financial Adviser in the Ministry of Textiles.
The committee also approved the in-situ upgradation of amesh Krishnamurthi, IRS (IT:1992), Central Provident Fund Commissioner, Employees’ Provident Fund Organisation, to the rank and pay of Secretary to the Government of India.
The ACC approved the in-situ upgradation of Mukesh Mangal, ITS (1992), Joint Secretary, Ministry of Ports, Shipping and Waterways, as Additional Secretary.
Meenaxi Rawat, IES (1993), Chief Vigilance Officer, Bharat Petroleum Corporation Ltd., Mumbai, has been upgraded in-situ to the rank and pay of Additional Secretary.
Archana Sharma Awasthi, IRS (IT:1994), Joint Secretary, Department of School Education and Literacy, has been upgraded in-situ as Additional Secretary.
Manoj Kumar, IRS (IT:1994), Joint Secretary, Department of Investment and Public Asset Management, has been upgraded in-situ as Additional Secretary.
Nitesh Kumar Mishra, ICAS (1995), Joint Secretary, Department of Youth Affairs, has been upgraded in-situ as Additional Secretary.

Chetan Prakash Jam, IRPS (1995), Joint Secretary and Financial Adviser, Council of Scientific and Industrial Research, has been upgraded in-situ as Additional Secretary and Financial Adviser.
Ballepu Radhika Chakravarthy, IPoS (1996), Joint Secretary, National Commission for Women, has been upgraded in-situ as Additional Secretary.

Debolina Thakur, IA&AS (1998), Joint Secretary and Financial Adviser, Department of Social Justice and Empowerment, has been upgraded in-situ as Additional Secretary and Financial Adviser.
Manish Tripathi, IDAS (1998), Joint Secretary, Department of Defence, has been upgraded in-situ as Additional Secretary.
