New Delhi: The Central IAS Association has received a huge response from IAS associations of different states condemning the Bihar government's decision to release convicts involved in Krishnaiah's lynching case after it took a stand on April 25.

Central IAS Association raises issue of releasing murder convict involved in Krishnaiah's murder

On April 25, the Central IAS Association raised the matter of releasing the murder convict and asked the Bihar government to reconsider its decision. "A convict of a charge of murder of a public servant on duty, cannot be re-classified to a less heinous category. Amendment of an existing classification which leads to the release of the convicted killer of a public servant on duty is tantamount to the denial of justice," the association tweeted.

"Such dilution leads to impunity, erosion in the morale of public servants, undermine public order, and makes a mockery of the administration of justice. We strongly request the Bihar government to reconsider its decision at the earliest," it added.

Letters posted by IAS Associations from different states

The letter posted by the IAS Association, Karnataka stated that the decision taken by the state government by changing the classification rules of prisoners is against the principle of natural justice. Further, it added that "the amendment of classification rules for prisoners which leads to the release of the convicted killer of a public servant, who was on duty is equivalent to the denial of justice." The letter also stated that "such a decision taken by the Bihar government will lead to impunity and loss of morale of public servants."

The letter posted by Assam IAS Association also stated the same and added, "If leniency is shown to convicts guilty of perpetrating a heinous crime against senior public servants, then the strength and spirit that the constitution bestows on civil services to act in a fearless and fair manner, would be irretrievably compromised."

Background

"The Bihar government is facing a lot of opposition after it amended prison rules and ordered the release of 27 prisoners including former MP Anand Mohan Singh, who was convicted in the murder case of IAS officer and the then Gopalganj District Magistrate G Krishnaiah in 1994. The wife of G Krishnaiah, Uma Devi has slammed the government for its decision to release Anand Mohan Singh alleging that it is a politically motivated move by the government to gain Rajput votes," said a report by India TV.

Who was G Krishnaiah?

Born in Telangana, IAS officer G Krishnaiah belonged to the Dalit community. Krishnaiah began his life as a coolie. After a brief stint as a lecturer, he made it to the Indian Administrative Service (IAS) in 1985, reported India Today on December 31, 1994. "He was the DM of Gopalganj in Bihar and was lynched by a mob attending the funeral procession of the dreaded gangster Chhotan Shukla in 1994 while passing through Muzaffarpur district," said a report by India TV.
