Gyaneshwar Kumar Singh (IP&TAFS) has taken over as the new Director General and Chief Executive Officer of the Indian Institute of Corporate Affairs (IICA)

New Delhi: Gyaneshwar Kumar Singh, a seasoned civil servant from the 1992 batch of the Indian Post & Telecommunication Accounts and Finance Service (IP&TAFS), has taken over as the new Director General and Chief Executive Officer of the Indian Institute of Corporate Affairs (IICA), a premier think tank under the Ministry of Corporate Affairs, Government of India.

With a career spanning more than three decades, Singh brings deep expertise in areas such as finance, corporate law, insolvency, corporate social responsibility (CSR), ESG reporting, public policy, e-governance, and capacity building. His appointment is expected to infuse new energy into IICA, which plays a vital role in shaping corporate governance and policy discourse in India.

Singh has held several key positions in the Ministry of Corporate Affairs, including Joint Secretary, CEO of the Investor Education and Protection Fund Authority (IEPFA), and Member of the Governing Body of the Insolvency and Bankruptcy Board of India (IBBI). From 2017 to 2018, he had earlier served as DG & CEO of IICA and was instrumental in transforming the institute into a financially self-sustaining body.

As Member Secretary of the Insolvency Law Committee (ILC) between 2018 and 2021, Singh played a crucial role in the implementation and evolution of the Insolvency and Bankruptcy Code (IBC), including the landmark amendment on Pre-Packaged Insolvency Resolution. He also contributed significantly to the development and institutional strengthening of key bodies like the NCLT, NCLAT, IEPFA, and IBBI.

An acknowledged expert in CSR, Singh was pivotal in launching the National CSR Awards Scheme and revising the CSR Rules in 2014 to enhance transparency and reduce compliance burdens. He also served as Member and Convener of the High-Level Committee on CSR, which submitted its influential report in 2019.

In the domain of sustainable business practices, Singh chaired the Committee on Business Responsibility Reporting (BRR), whose 2020 report laid the groundwork for SEBI’s mandate on Business Responsibility and Sustainability Reporting (BRSR) for the top 1000 listed companies.

Academically accomplished, Singh holds degrees from Jawaharlal Nehru University (MA & M.Phil in Sociology), FMS Delhi (MBA in Finance), and Delhi University (LLB and BA Hons in History). His international experience includes serving as Capacity Development Advisor with the United Nations Development Programme (UNDP) in Afghanistan.
