Rameshwar Prasad Gupta appointed as CMD of SECI; among other secretary-level appointments

In a major secretary-level bureaucratic reshuffle, the Appointments Committee of the Cabinet (ACC) has approved the appointment of Rameshwar Prasad Gupta (Retired IAS) as the new CMD of SECI

New Delhi: In a major secretary-level bureaucratic reshuffle effected on Tuesday, the Appointments Committee of the Cabinet (ACC) has approved the appointments of as many as 17 officers. Here is full list of newly appointed officers:

Rameshwar Prasad Gupta has been appointed as new Chairman & Managing Director (CMD) of Solar Energy Corporation of India (SECI) in the rank of Secretary to the Govt of India. He has been appointed to the post on contract basis for a period of two years or until further orders, whichever is earlier, on usual terms and conditions. Gupta is a 1987-batch retired IAS officer of Gujarat cadre.

Bharat Lal has been appointed as Secretary General of National Human Rights Commission in the rank of Secretary to the Government of India. He has been appointed to the post on contract basis for a period of one year or until further orders. Lal is a 1988-batch retired IFoS officer of Gujarat cadre. Presently, he is posted as Director General, National Centre for Good Governance.

Atal Dulloo (IAS) has been appointed as Secretary in the Department of Border Management under the Ministry of Home Affairs. Dulloo is a 1989-batch IAS officer of Uttarakhand cadre. Presently, he is posted in his home cadre.

Vibhu Nayar (IAS) has been appointed as Special Secretary & Financial Advisor in the Ministry of External Affairs. Nayar is a 1990-batch IAS officer of Tamil Nadu cadre. He has been appointed to the post by temporarily upgrading the post held by him to Special Secretary level in the rank and pay of Secretary to the Government of India. According to the DoPT order, he will join as Officer on Special Duty in the Ministry of Tribal Affairs in the rank and pay of Secretary to the Government of India on November 1 and take over as Secretary in the Ministry of Tribal Affairs upon Anil Kumar Jha's superannuation on November 30.

TK Ramachandran (IAS) has been appointed as Secretary in the Ministry of Ports, Shipping and Waterways. Ramachandran is a 1991-batch IAS officer of Tamil Nadu cadre. Presently, he is serving as Chairman of Chidambaranar Port Trust, Tuticorin.

Sudhansh Pant (IAS) has been appointed as Officer on Special Duty in the Department of Health and Family Welfare under the Ministry of Health and Family Welfare in the rank of Secretary to the Government of India. Pant is a 1991-batch IAS officer of Rajasthan cadre. He will take over as Secretary of Department of Health and Family Welfare upon Rajesh Bhushan's (IAS) superannuation on July 31, 2023.

S Gopalakrishnan (IAS) has been appointed as Director General in the National Productivity Council under the Department for Promotion of Industry and Internal Trade in the rank of Secretary to the Government of India. Gopalakrishnan is a 1991-batch IAS officer of Tamil Nadu cadre. Presently, he is posted as Special Secretary in Department of Health & Family Welfare.

Debashree Mukherjee (IAS) has been appointed as Secretary in the Department of Water Resources, River Development and Ganga Rejuvenation under the Ministry of Jal Shakti. Mukherjee is a 1991-batch IAS officer of AGMUT cadre. Presently, she is posted as Special Secretary in the same Department.

Nivedita Shukla Verma (IAS) has been appointed as Officer on Special Duty in the Department of Chemicals and Petro Chemicals under the Ministry of Chemicals and Fertilizers in the rank of Secretary to the Government of India with effect from August 1, 2023. Verma is a 1991-batch IAS officer of Uttar Pradesh cadre. Presently, she is posted as Special Secretary in the Department of Defence under the Ministry of Defence. She will take over as Secretary of Department of Chemicals and Petro-Chemicals after Arun Baroka's (IAS) superannuation from the post on August 1, 2023.

Renu Gonela Pillay (IAS) has been appointed as Secretary in the National Commission for Scheduled Castes, Ministry of Social Justice and Empowerment. Pillay is a 1991-batch IAS officer of Chhattisgarh cadre. She is presently posted in her home cadre.

Seema Jain (IAS) has been appointed as Member Finance in the Space Commission in the rank of Secretary to the Government of India. Jain is 1991-batch IAS officer of Punjab cadre. She is presently, posted in her home cadre. She will also hold additional charge of Member Finance, Earth Commission and Atomic Energy Commission.

Pankaj Agrawal (IAS) has been appointed as Officer on Special Duty in the Ministry of Power in the rank of Secretary to the Government of India. Agrawal is a 1992-batch IAS officer of Madhya Pradesh cadre. He will take over charge as Secretary of Ministry of Power after Alok Kumar's (IAS) superannuation on June 30.

Chanchal Kumar (IAS) has been appointed as Managing Director of National Highways and Infrastructure Development Corporation Ltd. (NHIDC), a PSU under the Ministry of Road Transport and Highways. Kumar is a 1992-batch IAS officer of Bihar cadre. He has been appointed to the post in the rank of Secretary to the Government of India by temporarily upgrading the post to Special Secretary level. He will join as Officer on Special Duty in the Ministry of Civil Aviation in the rank and pay of Secretary to the Government of India on August 1, 2023 and take over as Secretary of the Ministry of Civil Aviation vice Rajiv Bansal (IAS) upon his superannuation on August 31, 2023.

Rajat Kumar Mishra (IAS) has been appointed as Secretary in the Department of Fertilizers, Ministry of Chemicals and Fertilizers. Mishra is a 1992-batch IAS officer of Rajasthan cadre. Presently, he is posted as Additional Secretary in the Department of Economic Affairs under the Ministry of Finance.

Subhas Chandra Lal Das (IAS) has been appointed as Secretary of Ministry of Micro, Small and Medium Enterprises. Das is a 1992-batch IAS officer of AGMUT cadre. Presently, he is posted as Director General of Hydrocarbons under the Ministry of Petroleum and Natural Gas (MoPNG).

The ACC has also approved in-situ upgradation of the following officers to the level of Special Secretary in the rank and pay of Secretary to the Government of India as a measure personal to them by temporarily upgrading the post held by them:

Pramod Kumar Tiwari (IAS) has been appointed as Director General in the Bureau of Indian Standards (BIS) under the Ministry of Consumer Affairs, Food and Public Distribution in the rank of Secretary to the Govt of India. Tiwari a 1991-batch IAS officer of Assam cadre.

Vijay Kumar (IAS) has been appointed as Special Secretary in the Ministry of Cooperation. Kumar is 1992-batch IAS officer of AGMUT cadre. Presently, he is posted as Additional Secretary in the Ministry of Cooperation.
