New Delhi/Bilaspur: Coal Indian arm South Eastern Coalfields Limited (SECL) on Monday organised an interactive session on 'Preventive Vigilance, Complaint Handling and Vigilance Administration' at its headquarters in Bilaspur, reaffirming its commitment to strengthening transparency, accountability and good governance across the organisation.

The session was led by Rajiv Verma, Consultant, Central Vigilance Commission (CVC), who highlighted that the primary objective of preventive vigilance is to establish a transparent and accountable system that minimises the scope for irregularities, rather than merely investigating violations or imposing penalties.
Addressing SECL officials, Verma emphasised the importance of fair and timely grievance redressal, adoption of risk-based vigilance mechanisms and implementation of best practices in vigilance administration to enhance institutional integrity and operational efficiency.
Speaking on the occasion, Harish Duhan, Chairman-cum-Managing Director (CMD), SECL, said transparency, ethics and accountability form the cornerstone of the company's work culture. He noted that preventive vigilance serves as a critical pillar of effective governance and that such interactive engagements help reinforce a culture of integrity within the organisation.
In his welcome address, Himanshu Jain, Chief Vigilance Officer (CVO) of SECL, said information technology-driven initiatives such as DigiCoal and other online platforms are improving transparency and expediting decision-making while strengthening preventive vigilance systems across the company.

During the programme, Duhan administered the Integrity Pledge to officers and employees, reaffirming SECL's commitment to ethical conduct and accountable governance.
The session concluded with an interactive question-and-answer segment, where participants sought clarifications on vigilance administration, complaint handling and disciplinary procedures. Verma responded to the queries by sharing practical insights and case-based examples.
Earlier in the day, Verma paid a courtesy visit to the SECL CMD. He also chaired a review meeting with heads of departments and vigilance officials to discuss measures aimed at further strengthening the company's vigilance framework, enhancing transparency and improving organisational effectiveness.
The programme was attended by Ajay Kumar Jaiswal, Chief Vigilance Officer of Northern Coalfields Limited (NCL); N. Franklin Jayakumar, Director (Technical/Operations); Biranchi Das, Director (Human Resources); Darla Sunil Kumar, Director (Finance); Ramesh Chandra Mohapatra, Director (Technical/Planning & Projects); Himanshu Jain, Chief Vigilance Officer, SECL; along with heads of departments and senior officers. Employees from all SECL operational areas also participated through video conferencing.
