RECPDCL invites bids to develop ISTS for evacuation of 4.5 GW RE

New Delhi: REC Power Development and Consultancy Limited (RECPDCL) has floated a Request for Proposal (RfP) document for the selection of a Transmission Service Provider (TSP) to establish Inter-State Transmission System (ISTS) for the evacuation of 4.5 GW RE at Khavda PS, said a notification floated by the company on Friday. "The responsibility of the TSP would be to establish the following Inter-State Transmission System – Transmission scheme for evacuation of 4.5 GW RE injection at Khavda PS under Phase II- Part A (hereinafter referred to as 'Project') on build, own, operate & transfer basis and to provide transmission service," said RECPDCL.

The scheduled commissioning date for the power transmission system will be within 24 months from the effective date. "The TSP shall ensure that design, construction and testing of all equipment, facilities, components and systems of the Project shall be in accordance with the provisions of the Transmission Service Agreement and applicable Rules/ Regulations, Orders and Guidelines issued by the Central Government," said RECPDCL.

RECPDCL: Single-stage bid process

The bid will be a single stage two envelope bid, comprising the technical bid and the financial bid. The bidders shall submit the bid online through the electronic bidding platform. There shall be no physical submission of the financial bid. The entire bidding process shall be conducted on electronic platform created by MSTC Limited.

The successful bidder shall acquire 100 percent of the equity shares of Khavda II-A Transmission Limited along with all its related assets and liabilities as per the provisions of the Share Purchase Agreement at the acquisition price, said RECPDCL.

The Khavda II-A Transmission Limited shall ensure transfer of all project assets along with substation land, right of way (RoW) and clearances to CTU or its successors or an agency as decided by the Central government after 35 years from COD of project at zero cost and free from any encumbrance and liability. "The transfer shall be completed within 90 days after 35 years from COD of project, failing which the CTU shall be entitled to take over the project assets Suo moto," said the company. The last date for the submission of bids online is July 8.
