New Delhi: The Steel Executives Federation of India (SEFI) has sought the immediate intervention of Jharkhand Chief Minister Hemant Soren to restore normalcy at Steel Authority of India Limited's (SAIL) Bokaro Steel Plant, where an ongoing agitation over employment demands has severely disrupted production and raised serious concerns over the safety of thousands of workers.

In a letter dated October 17, SEFI Chairman Narendra Kumar Banchhor said the situation at the plant had turned extremely serious, with operations at four blast furnaces coming to a halt. The disruption has affected steel production, oxygen supply, other critical plant operations and the functioning of several associated industrial units.
The federation warned that the prolonged shutdown could cause substantial financial losses and increase the risk of industrial accidents.
SEFI expressed particular concern over the safety of more than 15,000 employees, executives and contract workers who, according to the federation, remain trapped inside the plant complex.
It said ensuring their safe movement and well-being must be the administration's highest priority.
The federation also expressed concern over the absence of an effective administrative response, warning that the situation could deteriorate further without immediate intervention.
According to the letter, the agitation by groups seeking employment began on October 10, 2026.
Initially, protesters blocked all entry and exit gates except the plant's main gate. However, SEFI said the main gate was also blocked on October 17, bringing normal movement and industrial activities to a near standstill.
The federation pointed out that steelmaking is a highly sensitive industrial process requiring strict adherence to operational procedures and safety protocols. Prolonged disruption of production facilities and restrictions on worker movement could trigger a serious industrial and humanitarian crisis.
The federation has urged the Jharkhand government to take immediate action on three specific requests:
Restore normalcy: Intervene immediately to restore peace, normal conditions and industrial operations at Bokaro Steel Plant.
Ensure workers' safety: Arrange the immediate and safe evacuation of all employees, executives and contract workers stranded inside the plant complex.
Reopen plant gates: Restore normal movement through all entry and exit gates and ensure uninterrupted availability of essential safety and emergency services.
SEFI said Bokaro Steel Plant is not merely an important national industrial asset but also a major contributor to Jharkhand's economy and the development of the Bokaro region. Thousands of families depend directly or indirectly on its operations.
The federation, which represents approximately 17,000 executives across public sector enterprises under the Ministry of Steel, including SAIL, RINL, NMDC, MECON and NSL-Nagarnar, warned that the continuing disruption could have consequences extending beyond the plant.

SEFI has requested the Chief Minister to issue immediate directions to the authorities concerned to bring the situation under control and prevent any untoward incident.
The letter underscores growing concerns over industrial safety and administrative handling of the agitation at one of India's major integrated steel plants.
The immediate challenge for the Jharkhand government is to ensure the safety of those inside the plant while facilitating the restoration of operations at a strategically important steelmaking facility.
