New Delhi/Vadodara: The Capacity Building Commission (CBC), in collaboration with the Department of Public Enterprises (DPE), Ministry of Finance, has inaugurated the 4th edition of the Bharat CPSEs’ Consultative Conclave at Gati Shakti Vishwavidyalaya (GSV), Vadodara.

The three-day conclave, being held from September 24 to 26, has brought together more than 26 senior officers from 15 Central Public Sector Enterprises (CPSEs) from the Infrastructure & Construction and Transportation, Logistics & Telecommunication Services sectors.
The conclave is being conducted under the Mission Karmayogi framework, with GSV serving as the Strategic Knowledge Partner. It also brings together industry and academic experts, GSV faculty, industry representatives and senior officials from CBC and Union ministries.
The thematic focus of the conclave is on Transportation, Logistics and Infrastructure, with discussions centred on practical challenges in project and asset management.
The inaugural session featured addresses by Dr Alka Mittal, Member (Administration), CBC, and Prof. (Dr.) Manoj Choudhary, Vice Chancellor, GSV. Anil Kumar Lahoti, Chairman, Telecom Regulatory Authority of India (TRAI), delivered the keynote address.
Prof. Kaushik Das, Program Director, GSV and CBC Task Force Member, presented an overview of the outcomes of Batch I and outlined the theme and objectives of the fourth edition. Shri Sumeet Singh, Director, CBC, presented the findings of the pre-event diagnostic survey. Former BHEL and CEL CMD Dr Nalin Shinghal was welcomed as the Program Mentor for the event.
The conclave has been positioned as a consultative capacity-building platform bringing together government officials, CPSEs, private industry and academia. Its sessions are structured around industry-identified challenges in project and asset management and are designed as interactive and participatory exercises.

The programme will generate knowledge briefs and documents, culminating in a Bharat CPSE Compendium and an addressee-specific Reform Agenda. The outcomes are intended to support evidence-based decision-making, policy formulation and reforms in India's project and asset management ecosystem.
Over the next two days, thematic and breakout sessions will focus on industry-identified challenges. The programme will conclude with an experiential learning visit to the GSV Airbus Centre of Excellence, Sardar Sarovar Dam and Statue of Unity at Kevadia.
During the inaugural session, CBC and GSV also announced a joint initiative, ‘Kshamta SANGAM — Strategizing Atmanirbhar National Governance through Academia Mobilization’.
The initiative will seek to leverage the knowledge resources and innovations of academia for capacity building and evidence-based governance. GSV has become the first academic institution to join the initiative through a pre-launch joint declaration with CBC.
The initiative is scheduled for a formal national launch in the coming weeks under the Mission Karmayogi framework.
