New Delhi: The Ministry of Coal has introduced a simplified approval mechanism for exploration programmes and Geological Reports (GRs) for coal and lignite blocks, marking a significant procedural reform aimed at accelerating resource development and strengthening India’s energy security. The announcement was made through a PIB release on December 1, 2.
The Ministry has revised the earlier methodology and removed the requirement for approval from a committee constituted in January 2022. Under the new system, exploration programmes and GRs prepared by Notified Accredited Prospecting Agencies (APAs) accredited by QCI-NABET, and peer-reviewed by another accredited APA, will no longer need additional scrutiny by the Ministry’s committee. The updated methodology has been published on the Ministry’s website.
According to the Ministry, the reform is expected to cut approval timelines by at least three months, enabling earlier operationalisation of coal blocks and helping block allottees meet their development milestones in a timely manner. The move is also expected to promote greater transparency, expand private sector participation, and accelerate the adoption of advanced technologies in the exploration ecosystem.
By leveraging the capabilities of private Accredited Prospecting Agencies, the Government aims to tap into their efficiency, expertise, and innovation while maintaining strict technical standards. The initiative is aligned with the broader goal of enhancing ease of doing business and ensuring the sustainable utilisation of India’s coal and lignite resources.
The Ministry said the latest reforms reinforce its commitment to building a future-ready, self-reliant energy landscape for a Viksit Bharat, as India works to meet rising energy demands with stronger, more efficient exploration capabilities.
