New Delhi: Delhi has retained its top position in India Electric Mobility Index 2025, which captures the extent of electric vehicles adoption across states and UTs, followed by Maharashtra and Karnataka.
According to a report by Niti Aayog based on the index, Delhi recorded the highest overall score in the country at 84, followed by Maharashtra (78), Karnataka (73), Chandigarh (71) and Goa (65).

Among large states, Maharashtra and Karnataka were the leading performers, while Manipur ranked the highest among the hilly and northeastern states, as per the report titled 'India Electric Mobility Index 2025: Tracking Electric Mobility Trends in Indian States'.
Among UTs and City States, Delhi, Chandigarh and Goa performed substantially better than their peers, with the category exhibiting the widest internal variation —the highest- and lowest-ranked territories were separated by more than 70 points.
The India Electric Mobility Index (IEMI) is a composite index assessing both the policy framework and implementation outcomes for e-mobility at the subnational level.
The report covered three themes -- Transport Electrification Progress, Charging Infrastructure Readiness and EV Research and Innovation Status.
"In transport electrification progress, three states and UTs—Delhi, Chandigarh and Maharashtra—were in the top performer category, while 14 of the 36 jurisdictions were in the aspirants category," it said.
The report said charging infrastructure readiness presented comparatively stronger performance, with Karnataka recording the highest score nationally at 97 and six states and UTs achieving top performer status.
Comparing the 2025 performance with that of 2024 showed that the top performing states and UTs —Delhi, Maharashtra, Karnataka and Chandigarh —were consistent top rankers, while Madhya Pradesh recorded a substantial improvement in ranking, moving from 23rd to the seventh position.
Releasing the report, NITI Aayog member Rajiv Gauba said electric cars accounted for around one-tenth of new car sales in the US, more than a quarter in the EU, and over half in China and that these shares are expected to rise significantly across the world in the years ahead.
He pointed to the recent West Asia crisis, noting that it could become a major inflection point for electric mobility, much as the oil crises of the 1970s accelerated the global push towards greater fuel efficiency
He also noted that 29 of India's 36 states and UTs have now notified EV policies, with IEMI scores showing broad-based improvement; the highest state score rising from 77 to 84 and the median score from 36 to 40 over the past year.
Electric mobility (e-mobility) represents an important decarbonisation and sustainability pathway for India’s transport sector. Road transport is responsible for roughly 12 percent of the country’s energy-related carbon dioxide emissions and an estimated 18 percent of total nitrogen oxide emissions.

Meanwhile, the automotive sector is one of the largest sectors in the national economy. It accounts for about 7.1 percent of national gross domestic product and nearly half of the country’s total manufacturing output , while simultaneously employing about 19 million people.
In 2018, electric vehicles (EVs) constituted only about 0.5 percent of all vehicle sales.However, by 2025-26, the share had reached 8.25 percent, with more than 8.7 million EVs on the road.
The IEMI consists of three themes, each weighted in accordance with its importance to the e-mobility transition.
Transport Electrification Progress theme carries the greatest weight at 50 per and captures the extent of EV adoption across states and UTs, together with the enabling initiatives that support this uptake.
Charging Infrastructure Readiness, weighted at 30 percent, evaluates the availability of charging infrastructure and the broader conditions supporting its deployment and utilisation.
Finally, EV Research and Innovation Status has a weight of 20 percent and measures the innovation system supporting the transition.
Charging infrastructure has expanded rapidly as well, with public charging stations growing from about 5,151 in December 2022 to over 29,000 by June 2025.
