EPFO officers seek Mandaviya's intervention over delayed cadre restructuring

Association seeks special CBT meeting, wants restructuring implemented before November 1

New Delhi: The Employees’ Provident Fund Officers’ Association has sought Union Labour Minister Mansukh Mandaviya’s intervention to expedite the long-pending cadre restructuring of the Employees’ Provident Fund Organisation (EPFO), saying delays despite completion of a committee review have affected staff morale.

In a letter to the minister, who is also Chairman of EPFO’s Central Board of Trustees (CBT), the Association recalled that Mandaviya had earlier announced that cadre restructuring would be implemented by EPFO Foundation Day on November 1, 2025.

A committee subsequently constituted to examine the issue studied the existing cadre structure, stagnation, promotional avenues and organisational requirements before submitting its report around two months ago, the Association said.

“The substantive exercise entrusted to the Committee has thus already been completed,” it said.

However, the proposal is still awaiting final approval and implementation.

The Association pointed out that with September 2026 already underway, little time remains before the next EPFO Foundation Day on November 1.

“The continued uncertainty, particularly after submission of the Committee's report, has caused considerable frustration amongst officers and staff and has adversely affected their morale,” it said.

According to the Association, timely implementation of the restructuring would address long-standing concerns over career progression and strengthen confidence among EPFO officers and employees.

It has now urged Mandaviya to convene a special meeting of the Central Board of Trustees at the earliest to consider and approve the cadre restructuring proposal.

The Association wants the remaining process completed in time for the new cadre structure to be implemented before November 1, 2026.

Cadre restructuring is considered significant for EPFO employees as it determines the organisational hierarchy, staffing structure and promotional opportunities across different levels of the retirement fund body.
