New Delhi: Over Rs 18,000 crore of the Rs 19,471 crore allocated across major components of the National Green Hydrogen Mission (NGHM) remains unsanctioned, according to data submitted in Lok Sabha by Minister of State for New & Renewable Energy Shripad Yesso Naik. Presenting the financial details, the minister said, “The details of the funds allocated, sanctioned, released/utilized under the NGHM, are provided in the Annexure-V.”
The Mission’s largest head, the incentive scheme for green hydrogen production, has an allocation of Rs 13,050 crore, of which Rs 5,533.98 crore has been sanctioned. The remaining allocation, amounting to more than Rs 7,500 crore, has not yet been sanctioned.
The electrolyser manufacturing incentive scheme, allocated Rs 4,440 crore, is one of the few components where the sanctioned amount matches the allocation in full.
Pilot projects in the steel, shipping and road transport sectors show substantial balances yet to receive sanction approval. The steel sector pilot has an allocation of Rs 455 crore, against which Rs 131.38 crore has been sanctioned. The shipping pilot, with an allocation of Rs 115 crore, has Rs 35 crore sanctioned. For road transport, the allocated Rs 496 crore contrasts with sanctioning of Rs 207.91 crore.
Under Research and Development, Rs 400 crore has been allocated and Rs 114.98 crore sanctioned. Testing and infrastructure, allocated Rs 200 crore, has seen Rs 113.72 crore sanctioned. Hydrogen Valleys and Hubs (HVIC) reflect relatively higher progress, with Rs 169.89 crore sanctioned out of an allocation of Rs 200 crore.
The New and Innovative Technology component, with an allocation of Rs 200 crore, has no sanctioned funds reported. Skill development, allocated Rs 35 crore, shows sanctioning of only Rs 0.55 crore.
The minister's reponse also details the capacities awarded under the Mission’s incentive schemes, including 8.62 lakh tonnes per annum of green hydrogen production capacity and 3,000 MW per annum of electrolyser manufacturing capacity, along with multiple pilot and R&D initiatives spread across states.
