MoCA, DIAL launch Air SUVIDHA 2.0 Portal for Ebola health screening at airports

The launch of portal follows the World Health Organisation’s declaration of the Ebola/Bundibugyo virus disease outbreak in the Democratic Republic of the Congo and Uganda

New Delhi: The Ministry of Civil Aviation and Delhi International Airport Limited (DIAL) on Wednesday launched AIR SUVIDHA 2.0, an upgraded passenger health self-declaration portal, to strengthen health screening and surveillance at international airports amid the ongoing Ebola disease outbreak.

The launch follows the World Health Organisation’s declaration of the Ebola/Bundibugyo virus disease outbreak in the Democratic Republic of the Congo and Uganda as a Public Health Emergency of International Concern (PHEIC) on May 17, 2026, under the International Health Regulations (IHR) 2005.

According to the government, the current outbreak has been confirmed as Bundibugyo virus disease (BVD). Countries bordering the Democratic Republic of the Congo and Uganda, including South Sudan, have been assessed by the WHO as being at high risk of transmission.

The portal has been developed in collaboration with the Directorate General of Health Services (DGHS) under the Ministry of Health and Family Welfare. It enables international passengers arriving in India to submit a mandatory online health self-declaration before immigration clearance.

Passengers are required to provide details of their travel history during the previous 21 days, exposure history and any related symptoms through the portal.

The system allows real-time sharing of passenger information with the Airport Health Officer, Bureau of Immigration, Integrated Disease Surveillance Programme (IDSP) and State Surveillance Officers to facilitate identification and referral of at-risk travellers.

The ministry said the portal is designed to ensure contactless processing and eliminate the requirement for physical health declaration forms at airports.

Passengers can complete the Air Suvidha Self-Declaration Form up to 24 hours before their arrival in India. Authorities have advised passengers to submit the form before boarding or during web check-in to facilitate quicker clearance upon arrival.

International travellers will be required to present the downloaded self-declaration form at the International Travel Health Desk or immigration counter.

The ministry has urged all international passengers to complete the self-declaration accurately and in advance in the interest of public health and passenger safety.
