New Delhi: Prime Minister Narendra Modi is set to commission India’s first greenfield refinery, developed jointly by Hindustan Petroleum Corporation Limited (HPCL) and Rajasthan government, integrated with petrochemical production at Pachpadra in Rajasthan’s Balotra on April 21, marking the start of operations at a long-planned energy project. The project, with an investment exceeding Rs 79,450 crore, will be formally dedicated to the nation during the PM's visit. The prime minister is also expected to address a public gathering at the site.

JV structure and refining scale

The refinery, with a capacity of nine million metric tonnes per annum (MMTPA), has been developed through a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Rajasthan government.

Petrochemical integration and complexity

In addition to fuel production, the complex includes petrochemical manufacturing capacity of 2.4 MMTPA. It is configured with a Nelson Complexity Index of 17.0 and petrochemical yields of over 26 percent, placing it among globally comparable high-conversion facilities.

Role in domestic supply chain

The commissioning is expected to support India’s fuel and petrochemical supply chain by improving domestic production and reducing reliance on imports.

Industrial ecosystem and employment

The refinery is expected to anchor a planned petrochemical and plastic manufacturing zone in the region, supporting downstream industries and ancillary units. It is also projected to generate significant employment and contribute to local economic development.
