New Delhi: The Union Minister of Communications and Development of North Eastern Region Jyotiraditya M. Scindia, on Tuesday reviewed Bharat Sanchar Nigam Limited’s (BSNL) performance for the third quarter of FY'26, stressing the need to improve quality of service (QoS), expand the mobile customer base and raise average revenue per user (ARPU) to meet revenue targets.
The review was conducted during BSNL’s Quarter-3 (2025–26) Strategic Review and Planning Meet held at Vigyan Bhawan, New Delhi. Minister of State for Rural Development and Communications Dr. Chandra Sekhar Pemmasani, Secretary (Telecommunications) Amit Agarwal, Additional Secretary Gulzar Natarajan, senior officials of the Department of Telecommunications (DoT), BSNL Chairman and Managing Director A. Robert J. Ravi, members of the Board and Chief General Managers (CGMs) from across the country attended the meeting.
During the meeting, a comprehensive, circle-wise assessment of BSNL’s Q3 performance was undertaken, covering revenue achievement across service verticals and key QoS parameters. The Union Minister underlined the importance of increasing BSNL’s mobile subscriber base and improving ARPU, while maintaining a sharp focus on service quality and revenue growth.
A detailed review of circle-wise revenue performance highlighted variations across regions. While some circles demonstrated strong growth and adherence to targets, others were advised to adopt best practices and address operational gaps to ensure sustained improvement. Special emphasis was placed on strengthening BSNL’s presence in the mobile segment, with the Minister noting that although several circles had recorded appreciable growth in mobile subscribers, others needed to accelerate their efforts.
The Minister also took note of quarter-on-quarter improvement in mobile ARPU and urged circles where ARPU remained flat to take corrective measures. Strategies to enhance ARPU through better service offerings, customer retention initiatives and value-added services were discussed.
On the quality of service front, key parameters such as mobile network availability and Mean Time to Repair (MTTR) were reviewed. Circles including Kerala, Tamil Nadu, Uttar Pradesh (East), Karnataka, Punjab, Gujarat, Andhra Pradesh, Kolkata, Himachal Pradesh and Uttarakhand were identified as leaders in mobile BTS MTTR, having shown significant quarter-on-quarter improvement. Directions were issued to all circles to further improve network reliability, minimise downtime and ensure timely fault resolution to enhance customer experience.
In the enterprise business segment, the Union Minister congratulated Karnataka, Odisha, Gujarat, Haryana and Uttar Pradesh (West) for emerging as star-performing circles in acquisition and growth of enterprise services.
Looking ahead, circle-wise plans and strategies for achieving revenue targets in the fourth quarter of the current financial year were presented and discussed. Concluding the review, Scindia emphasised focused execution, accountability and close monitoring at the circle level in the final quarter, with a clear mandate to meet and exceed the revenue targets set for BSNL.
