New Delhi: The Standing Conference of Public Enterprises (SCOPE) organised an interactive workshop on “Labour Law Reforms: Understanding the New Labour Codes & Central Rules” in collaboration with Deloitte, aimed at helping public sector enterprises (PSEs) understand and implement the new labour law framework.

The session was attended by nearly 100 participants from 32 PSEs and focused on the statutory provisions covering wages, social security, workplace safety and labour-management relations.
Dr. Mahendra Kumar, Joint Secretary, Ministry of Labour & Employment, Government of India; Dr. K.P. Mahadevaswamy, Chairman, SCOPE and CMD, NBCC; Atul Sobti, Director General, SCOPE; and Deloitte representatives Gokul Chaudhri, President, Tax, and Divya Baweja, Partner, addressed the inaugural session.
Dr. Mahendra Kumar said the consolidation of labour laws into four comprehensive Labour Codes marks a step towards simplification, transparency and modernisation of the labour regulatory framework. He said the reforms seek to balance labour rights with ease of doing business.
Dr. K.P. Mahadevaswamy said the effectiveness of a major reform depends not only on its legislative framework but also on the quality of dialogue accompanying it. He emphasised the need for continued engagement among the government, employers and employees to build a shared understanding of the reforms.

Atul Sobti highlighted the significance of the four Labour Codes for PSEs, given their large direct and indirect workforce. He also underlined SCOPE’s continued engagement with the Ministry of Labour & Employment to support PSEs in understanding and implementing the reforms.
The Deloitte team comprising Gokul Chaudhri and Divya Baweja said the reforms represent a step forward from the perspective of labour law and regulatory reforms.
Senior officials from the Ministry, PSEs, subject matter experts and the Deloitte team provided technical guidance during the workshop and addressed queries raised by participants on implementation of the Labour Codes.
The workshop is part of SCOPE’s ongoing capacity-building initiatives for PSEs. Through the programme, SCOPE reiterated its role as a knowledge partner to public enterprises in navigating the transition to the new labour law framework.
