The MoU was signed by SCOPE Director General Atul Sobti and IISD Associate Vice-President (Resilience) Anne Hammill. The partnership aims to advance India's energy transition through collaborative action, research and knowledge sharing while helping PSUs address evolving sustainability and decarbonisation priorities.

Under the agreement, SCOPE and IISD will collaborate on strategic policy dialogue, research, capacity building and knowledge exchange in areas such as renewable energy, environmental, social and governance (ESG) practices, green finance and just transition. The partnership will also focus on fostering funding opportunities, sustainability-oriented learning initiatives, development of practical solutions and wider access to knowledge resources for public sector enterprises.

As part of the collaboration, the two organisations have already initiated the 'PSUs for Practitioners' Learning and Action Network on Energy Transition (PSUs for PLANET)' platform. The initiative is designed to promote trust-based engagement among public sector enterprises to address common energy transition challenges while taking into account financial and local considerations.
