Single-window CGST system planned for 2 lakh taxpayers from April 2027

The proposed framework will bring scrutiny, audits, appeals and taxpayer services onto a unified platform for businesses operating under multiple central GST jurisdictions

New Delhi: The Central Board of Indirect Taxes and Customs (CBIC) is developing a centralised tax administration system for about 2 lakh taxpayers operating under multiple central GST jurisdictions, targeting implementation from April 1, 2027.

The proposed framework would allow these businesses to deal with a single national platform for notices, hearings and orders, reducing the need to engage with separate tax offices.

Briefing reporters after the 57th GST Council meeting on Thursday, Finance Minister Nirmala Sitharaman said the Council had approved a concept note for a single window covering scrutiny of returns, audits, adjudication, appeals, taxpayer services and grievance redressal.

"Going forward, we intend to bring a centralised tax administration for these multiple CGST jurisdiction taxpayers with a unified window for all their CGST-related functions," Sitharaman said.

Of the approximately 69.5 lakh taxpayers exclusively under CGST jurisdiction, about 2 lakh fall under multiple central tax jurisdictions, either within a state or across states.

Sitharaman said the framework for faceless assessment would be opened for consultation before its implementation in the next financial year, 2027-28. CBIC Chairman Vivek Chaturvedi said public consultation would begin by the end of this year.

The proposal remains at the design stage. A taxpayer under central GST administration operating across several states would eventually interact with one system instead of several offices, a source said.

Under the existing GST framework, administrative responsibility is divided between central and state tax authorities to provide taxpayers with a single interface.

States administer 90 percent of taxpayers with turnover below Rs 1.5 crore, while the Centre handles the remaining 10 percent. Taxpayers with turnover above Rs 1.5 crore are divided equally between central and state administrations.

The proposed centralised system would cover taxpayers under the Centre’s jurisdiction.
