Himanshu Jain (IRSSE) gets additional charge as NCL CVO

The Central Government has assigned the additional charge of NCL's CVO post to SECL CVO Himanshu Jain (IRSSE)

New Delhi: The Central Government has approved the proposal for the entrustment of the additional charge of Chief Vigilance Officer (CVO) of Northern Coalfields Limited (NCL), Singrauli to Himanshu Jain (IRSSE) on Tuesday. Currently, Jain is serving as the CVO of South Eastern Coalfields Limited (SECL), Bilaspur.

According to an order issued by the Department of Personnel & Training (DoPT) dated June 10, 2025, the decision was approved by the Competent Authority following a proposal from the Ministry of Coal. Jain will hold the additional charge in addition to his current role, for six months with effect from May 19, 2025, or until a regular CVO is appointed at NCL, or until further orders, whichever is earlier.

Jain, an officer of the Indian Railway Service of Signal Engineers (IRSSE) from the 2008 batch, brings considerable administrative and vigilance experience to the role. His dual responsibility is expected to ensure continuity and strengthen vigilance mechanisms at both SECL and NCL—two key subsidiaries of Coal India Limited (CIL).

Jain assumed the charge as SECL CVO on September 13, 2024. He holds a Bachelor’s degree in Electronics & Telecommunications Engineering from National Institute of Technology (NIT), Raipur and a Master’s degree in Microelectronics VLSI from Indian Institute of Technology, Bombay (IIT Bombay).

He joined the Indian Railway Service by clearing the Engineering Services Examination of UPSC in the year 2007. He started his career with Indian Railways and was posted in the leading freight loading zone – South East Central Railway. He has extensive experience working in Railways, having held various capacities from field level to senior management in the General Manager's Secretariat of the Bilaspur Division.

Apart from technical positions, Jain has also worked as Deputy General Manager in the office of the General Manager of the zone as well as Chief Public Relations Officer (CPRO) and Secretary to General Manager in South East Central Railway. Shri Himanshu Jain has also been awarded the prestigious National Railway Award for outstanding service in the year 2016. He has also attended a training programme on High Speed Railway Operations at JICA Japan.
