PESB defers recommendation for RVNL's Director (Finance) post

The Public Enterprises Selection Board (PESB) has not recommended any candidate for the post of Director (Finance) at Rail Vikas Nigam Limited (RVNL)

New Delhi: The Public Enterprises Selection Board (PESB) has not recommended any candidate for the post of Director (Finance) at Rail Vikas Nigam Limited (RVNL), a Schedule ‘A’ Central Public Sector Enterprise, following interviews held on Wednesday.

According to the PESB notification, the decision was taken during the Board’s Meeting No. 121/2025, held on December 17. The matter was recorded under Minute No. 4 of the meeting. The Board has advised the concerned Administrative Ministry or Department to determine an appropriate course of further action for selection, including the option of constituting a Search-cum-Selection Committee (SCSC), or any other mechanism as deemed fit, with the approval of the competent authority .

The PESB had interviewed a total of ten candidates for the top finance position at RVNL. The list of applicants included senior finance professionals from major public sector undertakings and the Indian Railways. Among those interviewed were Mahesh Chand Bansal, Senior Executive Director (Finance) and Head of Department at NBCC (India) Limited; Alin Roy Choudhury, Chief Financial Officer and Chief General Manager (Finance) at Ircon International Limited; and Jatin Kumar Nayak, Executive Director (Finance) at REC Limited.

Other candidates who appeared before the Board included Satish Kumar Sinha, Executive Director (Finance & Accounts) at GAIL (India) Limited; Ajay Sinha, Chief General Manager (Finance – Business Development) at Indian Oil Corporation Limited; and Anju Thakur, Executive Director (Finance) handling Corporate Accounts and Taxation at Housing & Urban Development Corporation Limited (HUDCO).

The interview panel also assessed Nirmal Kumar Singh, Chief General Manager at Steel Authority of India Limited (SAIL); Pankaj Gupta, General Manager at GAIL (India) Limited; Raj Krishan, General Manager (Finance & Accounts) at Oil and Natural Gas Corporation Limited (ONGC); and Amar Jit Gautam, Principal Financial Advisor, North Eastern Railway .

RVNL, a key PSU under the Ministry of Railways, is responsible for project development, mobilization of financial resources, and execution of rail infrastructure projects across the country. The post of Director (Finance) is considered critical for overseeing the company’s financial strategy, fund mobilisation, and compliance.

With no candidate being recommended by the PESB, the selection process for the Director (Finance) position at RVNL is expected to be reworked by the Administrative Ministry in consultation with the competent authority, potentially leading to a fresh selection exercise or an alternative mechanism such as an SCSC, as per established norms.
