New Delhi: The Appointments Committee of the Cabinet (ACC) has approved another major senior-level bureaucratic reshuffle, appointing several officers across key ministries, PSUs, and statutory authorities on Monday. The decision, notified by the Department of Personnel and Training (DoPT) on August 25, covers top-level positions in culture, agriculture, education, defence, finance, health, power, and home affairs.

Among the key appointments, Sanjay Rastogi (IAS, OR:91), Additional Secretary & Financial Advisor in the Ministry of Youth Affairs & Sports, has been appointed as Director General of National Archives of India under the Ministry of Culture. Similarly, Anil Kumar Singhal (IAS, AP:93) has been made the Chief Executive Officer of National Rainfed Area Authority under the Ministry of Agriculture & Farmers Welfare, with the post temporarily downgraded to the rank of Additional Secretary.

Tamil Nadu care IAS officer Sudeep Jain (TN:94), presently Additional Secretary in the Ministry of New & Renewable Energy (MNRE), has been appointed as Member Secretary of National Commission for Women. Meanwhile, Dheeraj Sahu (IAS: UP:96), who has been serving as Managing Director of the Small Farmers Agri-Business Consortium, will take charge as Additional Secretary of the Department of School Education & Literacy under the Ministry of Education.

In the defence sector, A Anbarasu (IAS, AGMUT:96) has been appointed as Additional Secretary & Director General (Acquisition), Department of Defence under the Ministry of Defence. Further, Lav Aggarwal (IAS, AP:96) has been named Additional Secretary, Ministry of Women & Child Development, succeeding Gyanesh Bharti (IAS, AGMUT:98), who has moved to the Election Commission of India as Deputy Election Commissioner.

The reshuffle also touches key health and energy-linked institutions. Sunil Kumar Barnwal (IAS, JH:97), Additional Secretary, Department of Higher Education, has been appointed as Chief Executive Officer, National Health Authority. Akash Tripathi (IAS: MP:98), Additional Secretary in the Ministry of Power, has been given charge as Managing Director of Solar Energy Corporation of India Limited (SECI), with the post upgraded to Additional Secretary rank.

In the home affairs and disaster management domain, Manish Bhardwaj (IAS, GJ:97), Deputy Director General of UIDAI, will serve as the Secretary of National Disaster Management Authority (NDMA). Hirdesh Kumar (IAS, AGMUT:99), Managing Director of TRIFED, will now serve as CEO of NATGRID under the Ministry of Home Affairs.

Further strengthening the finance cadre, Diwakar Nath Misra (IAS, AM:2000) has been appointed Additional Secretary in the Department of Revenue under the Ministry of Finance, while Anu P Mathai (IES:96) will serve as Additional Secretary of Department of Economic Affairs under the Ministry of Finance. In addition, Sandeep Sarkar (IDAS:95) has been elevated as Additional Secretary & Financial Advisor at Department of Agricultural Research & Education.

The technology and digital governance space has also seen a senior-level appointment, with Akhil Kumar (IPS, UP:94) has been named as Managing Director & CEO of Digital India Corporation under the Ministry of Electronics & IT.

Apart from these, the ACC has also approved in-situ upgradation of two officers to the rank of Additional Secretary: Shantanu (IAS, TR:97), Joint Secretary in the Ministry of Development of North Eastern Region (DoNER), and Pawan Kumar Sharma (IAS: MP:99) as Joint Secretary in the Department of Defence.
