New Delhi/Thiruvananthapuram: The senior IAS officer Biswanath Sinha (1992 batch) has assumed charge as the Chief Secretary of the Government of Kerala, succeeding Dr A. Jayathilak, who retired from service on June 30.

Prior to his appointment, Sinha was serving as Additional Chief Secretary, Home & Vigilance Department, where he oversaw internal security, law and order, police administration, prisons, vigilance and disaster management. He worked closely with law enforcement agencies and various departments to strengthen public safety and administrative coordination.

An alumnus of the Delhi School of Economics, Sinha brings over three decades of administrative experience across the state and central governments. During his distinguished career, he has held several key positions, including Additional Secretary, Planning & Economic Affairs Department; Additional Chief Secretary, Finance Department; Additional Chief Secretary, Store Purchase Department; and Chief Executive Officer of the Rebuild Kerala Initiative.

He has also served as District Collector of Kottayam, Wayanad and Kozhikode, besides holding important assignments in the Public Works and Sports Departments, serving as Additional Resident Commissioner at Kerala House in New Delhi, and as Joint Secretary in the Ministry of Environment, Forest and Climate Change.

Sinha has also served as Principal Secretary in the Personnel & General Administration, Finance, and SC/ST Development and Social Justice Departments. During his tenure in the General Administration Department, he introduced measures to improve administrative efficiency through enhanced attendance monitoring and strengthened disciplinary mechanisms in the State Secretariat.

With extensive experience spanning finance, planning, infrastructure, governance, public administration and internal security, Sinha takes over as Kerala's top bureaucrat at a time when the state continues to focus on governance reforms and development initiatives.

As the state's senior-most civil servant, Sinha will head Kerala's administrative machinery and advise the Chief Minister and the Council of Ministers on governance and public administration. His responsibilities include coordinating the functioning of government departments, overseeing the implementation of policies and programmes, monitoring administrative performance, and facilitating inter-departmental coordination and strategic decision-making.
