The MoU has been formally exchanged at BEML’s Delhi office in the presence of BEML's Chairman and Managing Director (CMD) Shantanu Roy and HSL's CMD Cmde Hemant Khatri (Retd) along with senior officials from both organisations.

The agreement follows a recent visit by BEML CMD to HSL’s premises in Visakhapatnam, where strategic discussions with HSL CMD led to the formulation of a shared roadmap focused on innovation and self-reliance in defence and marine engineering.

As part of the collaboration, BEML and HSL will work together on the design and production of key systems such as low-bed transportation platforms, dredging equipment, high-capacity cranes, and heavy load transporters. These are essential components for shipyard logistics and maritime infrastructure and are aligned with the Government’s Aatmanirbhar Bharat initiative.

Speaking on the development, Roy said, “This collaboration with HSL marks a defining moment in BEML’s expansion into the marine sector. It is a strategic convergence of two national institutions committed to engineering excellence, indigenization, and strengthening India’s global footprint in maritime innovation.”

While Cmde Hemant Khatri remarked, “This MoU marks a strategic leap toward self-reliance and innovation in marine infrastructure. By combining the strengths of HSL and BEML, we are creating a powerful platform to develop next-generation indigenous solutions for shipyard infrastructure and the shipbuilding sector.”

Under the terms of the MoU, BEML will lead the design and engineering of the specialized marine systems, leveraging its expertise in mobility platforms, structural optimisation, and precision manufacturing. HSL will focus on accelerating indigenisation efforts and utilising BEML’s manufacturing strength in defence and heavy engineering.
