The conclave, being held at Rasmanjari Auditorium in Rishikesh on October 30-31, is themed “Workforce 2026: Driving Organisational Readiness for India’s New Labour Codes”. The event is being organised in association with SHRM India as its knowledge partner.
The inaugural session was attended by Shri Sipan Kumar Garg, Managing Director, THDCIL, who highlighted the need for organisations to understand the evolving labour-law framework and strengthen their preparedness to translate regulatory reforms into effective workplace practices.
Garg said the workforce is an organisation's most valuable asset and emphasised the role of human resource (HR) professionals in talent development, employee engagement and organisational excellence. He also called for a proactive approach to preparing employees for emerging workplace challenges while promoting an inclusive and productive work environment.
The opening keynote address was delivered by Dr. Onkar Sharma, former Chief Labour Commissioner (Central), on “From Reform Vision to Four Labour Codes: The Legislative Journey”. He traced the evolution of India's labour-law framework, the rationale behind consolidating labour legislation and the key principles guiding implementation.
A special address was delivered by His Holiness Swami Yoga Swarupananda Ji, who spoke about the principles of Karma Yoga, highlighting ethical conduct and selfless service.
A key highlight of the inaugural session was the launch of the Labour Code Readiness Compendium, a reference resource intended to help delegates understand the new Labour Codes and their practical implementation.
The conclave brings together experts and representatives from labour administration, human resources and industry, including Mr. Vinay Trivedi, former Deputy Director General, Ministry of Labour and Employment; Sh. Rupin Chopra, Associate Partner, S.S. Rana & Co.; and Sh. Ashissh Kaul, Senior Director, Advisory & Business Head, PSE, SHRM.

The two-day event will focus on the four Labour Codes — the Code on Wages, Industrial Relations Code, Code on Social Security, and Occupational Safety, Health and Working Conditions Code.
Through discussions and knowledge-sharing sessions, VIMARSH 2026 aims to bridge the gap between legislative reforms and their implementation at the organisational level, while promoting regulatory compliance, workforce resilience and improved HR practices.
The inaugural proceedings commenced with a welcome address by Dr. A. N. Tripathy, CGM (HR-Admin, CC), THDCIL, who outlined the objectives of the conclave and highlighted the importance of deliberations on the new Labour Codes.
