A news brief issued by PIB says that the "requisite FORMs shall be made available on the GST common portal shortly. Relevant Order is being issued."
Underlining the reason for the extension of deadline Abhishek Shukla, CEO, PRAGS advisors (Pvt) Ltd., said, "This is the first-ever annual GST return, thus the compliances are new and many small details are not too well understood even by many large taxpayers. The extended timeline would provide a big relief to taxpayers and give them time to understand the issues and to the government to run an effective awareness campaign and resolve the open points."

Sources say that the extension is more of a relief for government officials as apparently, the government was not logistically ready for submission of GST annual returns. Even the utility form for submission of annual returns was not made available while it is already December and the last date for filing was December 31.
