MNRE cuts custom duty on PV cells back to zero

New Delhi: After the Union Budget made provision for custom duty on PV (photovoltaic) cells and modules, the Ministry of New and Renewable Energy (MNRE) has clarified that the effective basic custom duty would be zero. The Budget had a provision that levied a 20 percent basic custom duty on PV cells and modules.

The MNRE has also asked solar manufacturers in a notice to list items they would like to be exempted from the list.

Budget had split customs duty on PV cells into 2 categories

The Union Budget had split the tariffs into two categories — unassembled PV cells, or PV cells assembled into modules or panels; both of which would incur a custom duty of 20 percent. Previously, items falling under either of these categories were considered the same and did not attract any basic custom duty.

MNRE has taken the matter up with Ministry of Finance

To address the industry's concerns, the MNRE had taken the matter up with the Ministry of Finance. The latter suggested creating a list of machinery or capital goods that are required for setting up of manufacturing solar PV modules. After consulting the Department of Heavy Industries, the Ministry of Finance suggested that wafers, ingots, and polysilicon required for setting up the PV cells can be considered for exemption and included in the list.

The final day for solar manufacturers to submit their suggestions is February 20, according to the directive.
