MNRE to undertake evaluation of phase-II of grid-connected rooftop solar programme

• The purpose of the study is to evaluate the implementation of component A and component B of phase-II of grid-connected rooftop solar programme
• Experts will be required to evaluate filed performance of installed projects, identify bottlenecks in existing implementation process

New Delhi: The Ministry of New and Renewable Energy (MNRE) has invited Expressions of Interest (EoI) from experts, consultants for undertaking the evaluation of phase-II of grid-connected rooftop solar programme. Grid-connected rooftop solar programme is part of the National Solar Mission which envisages to install 40 GW of grid-connected rooftop solar projects by the year 2022. The ministry is implementing phase-II of the programme, where it is targeting to install 4 GW of RTS projects in residential sector by the year 2022.

The ministry has already allocated targets of around 3.3 GW capacity to state implementing agencies and over 1 GW capacity has been reported to be installed under the programme.

Evaluation of phase-II of grid-connected rooftop solar programme

The purpose of the study is to evaluate the implementation of component A and component B of the programme by collecting information from state implementing agencies, beneficiaries and other stakeholders. Experts will be required to evaluate filed performance of installed projects, identify bottlenecks in existing implementation process, assess performance of these components for different stakeholders and provide recommendations on further scale-up of the programme along with required modification in the implementation process of the scheme.

"After evaluation of the responses to EoI and subsequent shortlisting, the shortlisted consultancy firms will be invited to submitted detailed proposal against the RFP. The interested parties shall be willing and ready for field visit to any number of states and all such details will be provided in RFP," said the MNRE.

Grid-connected rooftop solar programme

An administrative approval for phase-II of grid-connected rooftop solar programme was issued on March 8, 2019. The scheme consists of two components — Component A involves setting up of 4,000 MW of grid-connected rooftop solar projects in residential sector with Central Financial Assistance (CFA) and component B involves incentives to Electricity Distribution Companies (DISCOMs) based on achievement towards initial 18,000 MW of grid-connected rooftop solar plants.
