New Delhi: Engineers India Limited (EIL), a leading engineering consultancy under the Ministry of Petroleum & Natural Gas, has signed a Memorandum of Understanding (MoU) with Nigeria’s Dangote Group to serve as Project Management Consultant (PMC) and EPCM Consultant for the second train of the Group’s landmark refinery project. The move marks a major step toward expanding the capacity of Africa’s biggest refinery complex.

The Dangote Group, one of West Africa’s most prominent industrial conglomerates, operates its flagship 650,000 barrels-per-day Integrated Refinery and Petrochemical Complex in the Lekki Free Zone—one of the world’s largest single-train refineries. EIL played a pivotal role in the commissioning of this facility in 2024 as the PMC and EPCM Consultant, a contribution widely acknowledged for its engineering rigour and execution excellence.

Under the new MoU, EIL will again partner with Dangote to execute the next phase of expansion, which aims to increase the refinery’s capacity to 1.4 million barrels per day and significantly scale polypropylene production from 830,000 TPA to 2.4 million TPA by 2028. The expansion is poised to bolster Nigeria’s strategy to emerge as a regional hub for refined products and petrochemicals, reduce import dependence, and enhance Africa’s overall energy security.

Aliko Dangote, President of Dangote Petroleum Refinery and Petrochemicals FZE, expressed strong confidence in the collaboration, stating that EIL’s professionalism and project management excellence during the first phase were key factors behind extending the partnership. He noted that the completion of the second train would position the Dangote Refinery as the world’s largest refining complex.

Vartika Shukla, Chairperson & Managing Director of EIL, said the MoU underscores the global trust in EIL’s capability to deliver mega projects of high complexity. She highlighted that the company will leverage its multidisciplinary strengths and global project execution expertise to support one of the world’s most advanced and integrated refinery, petrochemical and fertilizer complexes.
