Housing and Urban Affairs Ministry utilises 99.78% of budgetary allocation in 2025-26

New Delhi: The Union Housing and Urban Affairs Ministry (MoHUA) has reported 99.78 percent utilisation of its revised budget estimates for 2025-26, a parliamentary panel was informed on Tuesday.

The ministry's expenditure was Rs 57,075.19 crore against the revised estimate of Rs 57,203.78 crore in FY26.

The Standing Committee on Housing and Urban Affairs, however, observed that despite budget estimates having been provided for the Scheme for Industrial Housing, the National Urban Digital Mission (NUDM) and the Urban Challenge Fund (UCF), no expenditure could be incurred under these schemes during 2025-26.

The committee, chaired by Magunta Sreenivasulu Reddy, presented its report on 'Demands for Grants (2026-2027)' of the Ministry of Housing and Urban Affairs to both Lok Sabha and Rajya Sabha on Tuesday.

According to the committee's report, the HUA ministry provided the scheme-wise expenditure details in response to its recommendations.

As per the ministry's data, expenditure under schemes stood at Rs 52,978.83 crore against the revised estimate of Rs 53,096.53 crore, translating into 99.78 percent utilisation.

The MRTS and Metro Projects recorded expenditure of Rs 29,451 crore against the revised estimate of the same amount, achieving 100 percent utilisation.

Under the Pradhan Mantri Awas Yojana-Urban and PMAY-Urban 2.0, the ministry spent Rs 8,948.82 crore against the revised estimate of Rs 8,963.37 crore, or 99.84 percent.

The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) saw expenditure of Rs 7,789.52 crore against the revised estimate of Rs 7,814.86 crore, translating into 99.68 percent utilisation.

The Swachh Bharat Mission-Urban recorded expenditure of Rs 1,945.47 crore against the revised estimate of Rs 2,000 crore, or 97.27 percent.

The ministry utilised the entire revised allocation of Rs 571.98 crore for the PM SVANidhi scheme, while expenditure under the Deendayal-Jan Aajeevika Yojana (Shahari) was Rs 95 crore against the revised estimate of Rs 95 crore.

The PM-eBus Sewa Scheme recorded expenditure of Rs 171.20 crore against the revised estimate of Rs 173.70 crore, achieving 98.39 percent utilisation.

However, no expenditure was reported under the Scheme for Industrial Housing, National Urban Digital Mission and Urban Challenge Fund, against revised estimates of nil in all three cases.

The Ministry also reported expenditure of Rs 4,002.14 crore under the CPWD scheme against the revised estimate of Rs 4,022.55 crore.

The committee, however, observed that the substantial reduction in the Revised Estimates continues to be a matter of concern, particularly in the context of the increasing pace of urbanisation and the growing demand for urban infrastructure and services.

While taking note of the reasons furnished by the HUA ministry, the Committee expect it to make budget estimation more realistic and ensure timely operationalisation of approved schemes so that budgetary allocations are translated into effective implementation.
