New Delhi: The Central government has designated Miniratna, Category-I PSU SJVN Ltd as a Renewable Energy Implementing Agency (REIA) on Tuesday. In an official order dated April 24, the Ministry of New and Renewable Energy (MNRE) said, “MNRE, after due consideration, designates SJVN Limited as Intermediary Procurer/ Renewable Energy Implementing Agency (REIA), for the purposes of the· Electricity Act, Central Electricity Regulatory Commission (Connectivity and General Network Access to the Inter-State Transmission System) Regulations, 2022, as amended by (First Amendment) Regulations, 2023 and Guidelines issued by the Central Government under Section 63 of the Electricity Act, for Tariff-Based Competitive Bidding Process for Procurement of Renewable Power.”
SJVN had requested the MNRE to categorise the PSU as an REIA.
The ministry said that SJVN will need to co-ordinate with other REIAs — SECI, NTPC and NHPC — for floating of tenders and opening of bids to avoid concurrent bids for similar projects. The MNRE has prepared a roadmap for bidding out 50 GW of RE projects every year to attain the target of putting in place 500 GW of RE projects by 2030. Referring to this plan, the MNRE told SJVN that bids will have to be floated in accordance with the directions issued by the government. And the formulation of an annual plan of tendering for RE projects will be based on various instructions issued by the government and getting concurrence by the government.
“Bids are to be floated in accordance with relevant Standard Bidding Guidelines issued by the Government and (while) abiding with MNRE’s advice in relation with tenders for Renewable Energy projects,” it added.
