New Delhi: The Ministry of New and Renewable Energy (MNRE) has issued guidelines for the development of Green Hydrogen hubs where it will provide financial support under the National Green Hydrogen Mission for creating core infrastructure for common services and facilities. Under the scheme, the ministry plans to identify and develop two regions capable of supporting large-scale production and/or utilisation of Hydrogen, said the guidelines document.

“This scheme for the promotion of Green Hydrogen hubs will focus on the development of supporting infrastructure. The Green Hydrogen hubs and associated infrastructure will be planned in a manner so as to promote an integrated development of the region. Under the Mission, it is planned to set up at least two such Green Hydrogen hubs by FY2025-26,” said the guidelines.

The objective of the scheme is to develop green hydrogen hubs in an integrated manner to allow pooling of resources and achievement of scale, enhance the cost-competitiveness of Green Hydrogen and its derivatives in India within the stated financial support, encourage large-scale utilisation and export of Green Hydrogen and its derivatives and enhance the viability of Green Hydrogen assets across the value chain. The MNRE and its nominated Scheme Implementation Agencies (SIA) will be the implementing agency for these hydrogen hubs.

Green Hydrogen hubs scheme will have budgetary outlay of Rs 200 crore

The MNRE said that the scheme for the development of Green Hydrogen hubs will have a budgetary outlay of Rs 200 crore. The scheme will provide support for the development of core infrastructure for common services/facilities only not for any component of individual projects. These include storage and transportation facilities for Green Hydrogen and its derivatives, development or upgradation of pipeline infrastructure, Green Hydrogen-powered vehicle re-fuelling facility, hydrogen compression and liquefaction technologies, Hydrogen storage systems, water treatment facility and storage facility, bunkering facilities at ports, infrastructure upgradation for shipping (expansion of port, jetty infra), power transmission infrastructure to nearest existing grid substation, land re-development, energy storage to manage RE intermittency, effluent treatment plants and any other infrastructure required.

Hydrogen hubs should have a planned capacity of 1 lakh MTPA or above: MNRE

The Hydrogen hub should have a planned capacity of at least 1,00,000 MTPA. Higher production capacity will get priority, said the MNRE. “It is envisaged that the Hydrogen hubs will have pooling of resources from Government of India, State governments, local government and the industry to help the development of the Hydrogen ecosystem in a coordinated manner,” it added.

“Hydrogen hubs will help in boosting hydrogen production, to match domestic as well as demands and to achieve large-scale, commercially viable hydrogen ecosystems. This will accelerate the deployment of Green Hydrogen technologies, attract greater investments from the private sector and promote production and suage of hydrogen to decarbonise the economy. A network of Green Hydrogen producers, users, and supporting infrastructure is a key feature of the Hydrogen hub,” said the guidelines document.
