

New Delhi: The Standing Conference of Public Enterprises (SCOPE) on Tuesday organised an interactive workshop on the implementation of the new Labour Codes, with support from the Ministry of Labour & Employment, Government of India, bringing together public sector enterprises and policy stakeholders to discuss the operational aspects of the reforms.
The inaugural session has been addressed by the Ministry of Labour & Employment's Joint Secretary Dr Mahendra Kumar; SCOPE Chairman & Chairman & Managing Director of NBCC K P Mahadevaswamy; and SCOPE's Director General Atul Sobti. The session has been attended by over 160 participants from more than 40 public sector enterprises. Knowledge partner Ernst & Young made a presentation on key provisions of the Labour Codes and their implications for organisations.
A panel discussion followed, focusing on implementation issues under the new labour law framework. The panel comprised the Ministry of Labour & Employment Director Richa Sharma; Former Chief Labour Commissioner Dr Onkar Sharma; GAIL's Director (HR) Ayush Gupta; and SAIL's Director (Personnel) KK Singh.
Addressing the participants, Dr Mahendra Kumar described the Labour Codes as a major reform aimed at improving worker welfare and simplifying compliance. He outlined the objectives and key provisions of the new framework and underscored the role of stakeholder engagement in ensuring smooth implementation.
Mahadevaswamy said the reforms were intended to create a transparent and rule-based labour ecosystem aligned with global practices while safeguarding social justice. He added that SCOPE would continue its efforts in capacity building and knowledge dissemination to support public sector enterprises in transitioning to the new regime.
Sobti highlighted the role of public sector enterprises in effective implementation of the Labour Codes and said SCOPE would undertake a series of specialised programmes across regions to enhance understanding and clarity on the new laws.
