New Delhi: State-run Energy Efficiency Services Ltd (EESL) has released a draft tender aimed at inviting bids from interested entities, especially from medium and small enterprises (MSEs) and start-ups, for the installation of solar pumps with central financial assistance under PM-KUSUM scheme. "During FY2020-21, installers of the standalone pumps will be selected through competitive bidding to be conducted through Energy Efficiency Services Ltd (EESL). Draft tender has been prepared and hereby circulated comments of stakeholders," a notification released by the Ministry of New and Renewable Energy (MNRE) said.
The MNRE has asked stakeholders to submit comments by December 14. Subsequently, a discussion on the comments submitted by stakeholders is scheduled to take place on December 15 at 3pm on Microsoft Teams platform.
In the draft tender document, EESL said that the scope of work includes the design, manufacture, supply, transport, installation, testing and commissioning of off-grid solar photovoltaic water pumping systems of 1-10 HP in selected states on pan India basis. The installers will also responsible for including a complete system warranty and its repair and maintenance for 5 years under the MNRE off-grid and decentralized solar PV applications scheme on behalf of State Nodal Agencies (SNAs).
Subject to meeting terms and conditions stated in the tender document including but not limiting to prequalification criteria, 25 percent of the total quantity of the tender is earmarked for MSEs registered with above mentioned agencies/bodies for the tendered item. Out of the 25 percent target of annual procurement from micro and small enterprises 4 percent and 3 percent shall be earmarked for procurement from micro and small enterprises owned by scheduled caste (SC) and scheduled tribe (ST) entrepreneurs and women entrepreneurs respectively. In the event of failure of such MSEs to participate in the tender process or meet the tender requirements and L1 price 4 percent and 3 percent sub targets so earmarked shall be met from other MSEs, said the document.
Start-ups are also covered under 25 percent purchase preference from procurement basket of MSEs, said the draft.
The draft also said that bidders must ensure that the indigenous capacity is utilised to the fullest extent possible in the execution of this order. Where the imports are unavoidable, all such items shall be imported by the bidder in time against his own import license without affecting the contractual delivery schedule.
