ACC approves premature repatriation of Sonmoni Borah (IAS) to parent cadre

The Central Govt has approved the premature repatriation of Sonmoni Borah (IAS) to parent cadre on Friday

New Delhi: The Central Govt has approved the premature repatriation of senior IAS officer Sonmoni Borah (IAS) to his parent cadre on Friday. According to an order issued from the Department of Personnel & Training (DoPT) on February 9, the Competent Authority has approved the proposal of the Department of Land Resources for premature repatriation of Borah to his parent cadre to avail the benefit of promotion in the cadre.

Borah is a 1999-batch Indian Administrative Service (IAS) officer of the Chhattisgarh cadre. Currently, he is posted as Joint Secretary in the Department of Land Resources under the Ministry of Rural Development.

Borah has held multiple important positions including Secretary to the Governor of Chhattisgarh, with additional charge as the Secretary, Dept of Labor & Parliamentary Affairs. He has served as District Magistrate and Collector, for districts of Surguja, Janjgir-Champa, Kabirdham, Raipur and Bilaspur district in Chhattisgarh. He was also responsible for UDAAN for the Primitive Tribe Children, an initiative for free English-medium education in Chhattisgarh.

An HSLC (+2) State Topper of Assam in 1993, Borah is an alumnus of Maxwell School, Syracuse University, JNU & Delhi University. He has also been two time PM Awards winner for the successful implementation of MNREGA. The list of recognition has many national awards on his name including the national award for the Best State for Divyangjan (PwD) welfare & rehabilitation as Secretary of Social Welfare Department.

Borah also held key positions at Govt of Chhattisgarh like Secretary, Women and Child, Social Welfare, Public Relations (DIPR), Water Resources (Irrigation), Youth Affairs, Sports, Food, Housing, etc

Borah was administering the flagship program of the Digital India Land Records Modernization Programme (DILRMP) and key Acts like The Registration Act, Land Acquisition ( RFCTLARR) Act, etc. Borah's exemplary leadership and the program's significant strides in revolutionizing land administration and Governance through digital innovation and second and third-generation reforms.

DILRMP, under the guidance of Borah, has played a pivotal role in ushering in a new era of efficiency, transparency and digital accessibility in land records information management. The program's commitment to leveraging technology for streamlined processes and improved accessibility and various other activities for better land management has earned it various coveted National and international recognitions including PM Award for Excellence in Public Administration, a symbol of excellence in governance and innovation, for National Generic Document Registration System( NGDRS) for deeds and documents, Skoch Award Platinum, Computer Society of India eGovernance Award, Geospatial World Excellence Award, AGI India Award, etc to name a few .

The Digital India Land Records Modernization Programme focuses on digitizing land records, ensuring their accuracy, Georeferencing of cadastral maps and land parcels and making them easily accessible to the public. Borah's visionary leadership has been instrumental in driving the program's success, contributing to the larger goal of transforming India into a digitally empowered society.

Borah is also a Census Silver Medallist for his excellent work done during Census 2011 in Bilaspur District of Chhattisgarh.
