New Delhi: Defence PSU Garden Reach Shipbuilders & Engineers Limited (GRSE) has approved the promotion of eight senior officers to the positions of Chief General Manager (CGM) and General Manager (GM), effective from July 1, 2026.

The company informed stock exchanges on Monday that the competent authority has approved the elevation of two officers to the rank of Chief General Manager and six officers to the rank of General Manager as part of its senior management restructuring.
Among the key appointments, Goutam Karmakar, presently serving as General Manager (RBD), has been promoted to the position of Chief General Manager. Karmakar, a mechanical engineering graduate, joined GRSE as a Graduate Engineer Trainee in 1995 and has nearly three decades of experience in the shipbuilding industry. During his career, he has held several key assignments in shipbuilding engineering, systems and fitting-out operations and has also served as Unit-in-Charge of the Fitting Out Jetty and Rajabagan Dockyard.
Commander Satish Chandra Jha (Retd.), currently General Manager (FOJ), has also been elevated to the post of Chief General Manager. An electrical engineering graduate with postgraduate qualifications in electronics, telecommunications and business administration, he served in the Indian Navy for over 18 years before joining GRSE in 2016. He has played a significant role in restructuring the company’s Engineering Services Department.
The company has also promoted six officers to the position of General Manager.
Commander Pinakesh Das (Retd.), currently Additional General Manager in charge of Ship Repair and Training Unit, has been elevated as General Manager. A former Indian Navy officer, he has extensive experience across ship repair, dockyard operations, Bailey bridge projects and defence shipbuilding.
Swagata Sen Roy, presently Additional General Manager handling Business and Technology Development, Corporate Communication and New Product Development, has also been promoted as General Manager. She possesses extensive experience in corporate planning, marketing, business development and corporate communications.
Bipu Kumar Das, who currently heads Hull Outfit functions at the Fitting Out Jetty, has been promoted as General Manager. A metallurgical engineer, he has more than two decades of experience in quality assurance and shipbuilding operations.

Commander Ambuj Kumar (Retd.), presently heading Project Management Team for Project 17A, has also been elevated as General Manager. He has expertise in project management, warship construction and naval operations.
Similarly, Commander Ravi Kumar Sharma (Retd.), who is associated with the company’s design functions, has been promoted as General Manager. He brings extensive experience in naval engineering, ship design and marine systems.
Jayanta Kumar Sen, currently associated with Project Management Team (P-17A), has also been elevated to the rank of General Manager. He has more than 25 years of experience in weapons installation, project management and defence shipbuilding operations.
The promotions are aimed at strengthening GRSE’s leadership team and enhancing its operational capabilities as the shipyard continues to execute major naval and commercial shipbuilding programmes.
