Dr Jitendra Singh inaugurates third batch of SCOPE-CBC leadership programme DAKSH

The third batch comprises 70 participants drawn from public sector enterprises across diverse sectors

New Delhi: Union Minister Dr. Jitendra Singh on Friday inaugurated the third batch of DAKSH, the flagship leadership development programme jointly organised by the Standing Conference of Public Enterprises (SCOPE) and the Capacity Building Commission (CBC), aimed at preparing future leaders for Central Public Sector Enterprises (CPSEs).

The inaugural ceremony was attended by CBC Chairperson S. Radha Chauhan, Department of Public Enterprises (DPE) Secretary K. Moses Chalai, SCOPE Chairman and NBCC CMD Dr KP Mahadevaswamy, CBC Member Dr. Alka Mittal, Public Enterprises Selection Board (PESB) Member Roop Narayan Sunkar, SCOPE Vice-Chairman and Goa Shipyard Limited CMD Brajesh Kumar Upadhyay, SCOPE Director General Atul Sobti, senior government officials, PESB members and CPSE leaders.

The third batch comprises 70 participants drawn from public sector enterprises across diverse sectors.

DAKSH—an acronym for Development of Aspiration, Knowledge, Succession and Harmony—is a 12-month immersive leadership programme designed to equip participants with strategic, behavioural and transformational competencies required to address the evolving challenges facing the public sector.

Addressing the participants, Dr. Jitendra Singh lauded SCOPE and the CBC for successfully implementing the programme, noting that several alumni from previous batches have already been appointed to Board-level positions in CPSEs. He encouraged the new cohort to embrace interactive and technology-driven learning to understand global leadership practices and develop future-ready capabilities.

The Union Minister also welcomed the growing inclusivity of the programme, highlighting the participation of 10 women among the 70 selected executives.

Speaking on the occasion, CBC Chairperson S. Radha Chauhan said that with the rapid emergence of agentic artificial intelligence and evolving technology ecosystems, citizen-centric leadership has become increasingly important. She urged participants to make the most of every learning opportunity and return to their organisations as future-ready leaders.

DPE Secretary K. Moses Chalai underlined the significant contribution of CPSEs to India's economy and stressed that visionary leadership is critical for organisations of such scale and national importance. He said DAKSH would play an important role in nurturing talent and preparing the next generation of public sector leaders.

SCOPE Chairman and NBCC CMD Dr KP Mahadevaswamy thanked Dr. Jitendra Singh for his presence and reiterated the government's commitment to capacity building. He said an organisation's real strength lies in the people it develops and the leaders it nurtures.

SCOPE Director General Atul Sobti described DAKSH as a first-of-its-kind initiative that seeks to develop leaders with strategic vision and cross-functional expertise, adding that organisations investing in future leadership are best positioned for long-term success.

CBC Member Dr. Alka Mittal said public sector enterprises are key instruments in achieving the vision of Viksit Bharat and that DAKSH aims to develop leaders who are strategic, ethical, resilient and principled.

Professor Madan Pillutla of the Indian School of Business (ISB), the academic and knowledge partner for the third batch, said the institute is committed to delivering a world-class learning experience for participants.

Delivering the vote of thanks, SCOPE Vice-Chairman and Goa Shipyard Limited CMD Brajesh Kumar Upadhyay said that as India advances towards its development goals, effective public sector leadership will play a defining role in the success of organisations and national progress. He expressed confidence that the programme would inspire participants with a shared sense of purpose and commitment to excellence.
