Delhi Govt notifies new electric vehicle policy 2026, focus on improving air quality

New Delhi: The Delhi Government on Wednesday notified the 'Delhi Electric Vehicles Policy 2026', which aims to accelerate electric vehicle (EV) adoption, improve air quality, and create a supportive ecosystem for electric mobility.

The Delhi Cabinet, headed by Chief Minister Rekha Gupta, on Monday approved the EV policy, after which it was sent to LG Taranjit Singh Sandhu for final approval.

"... in exercise of the powers conferred by the enabling provisions of the Motor Vehicles Act, 1988 and the rules made thereunder, the Lieutenant Governor of the National Capital Territory of Delhi hereby notifies the Delhi Electric Vehicles Policy, 2026 with effect from July 1, 2026," the notification states.

Under its EV policy, the Delhi government announced that all electric cars with an ex-showroom price of Rs 30 lakh or less registered in the national capital will get full exemption on road tax and registration fees.

Besides, only electric auto rickshaws will be registered in Delhi from January 1, 2027, while registration of new petrol and CNG two-wheelers will be phased out, with only electric two-wheelers to be registered from April 1, 2028.

Under the new policy, people buying e-two-wheelers will get a subsidy of Rs 30,000 in the first year, Rs 20,000 in the second year and Rs 10,000 in the third year. The Policy will remain in force till March 31, 2030.

"The new EV Policy also gives significant importance to battery recycling and environmental responsibility. The environment department will ensure that all vehicle manufacturers and concerned entities comply with the Battery Waste Management Rules," the Chief Minister said.

Meanwhile, the Delhi Pollution Control Committee will develop battery collection centres under the Public-Private Partnership (PPP) model and notify standard operating procedures for the safe collection, storage, transportation and transfer of used batteries to authorised recyclers, she added.

The Chief Minister said the new EV policy will prove to be a significant step towards cleaner air, modern transport, energy conservation and sustainable development.

The state government will invest around Rs 15,000 crore over the next four years to promote electric mobility and reduce vehicular pollution, and more than 30,000 EV charging points will be set up across the national capital.

"Backed by financial incentives, a robust charging network, institutional oversight, digital transparency and environmental responsibility, the policy will play an important role in establishing Delhi as a leading model for electric mobility in the country. It will also pave the way for reducing pollution, promoting the use of clean energy and providing citizens with a more sustainable and environmentally friendly transport system," Gupta said in a statement.

Buyers of electric vehicles in Delhi will receive subsidies within 60 days of applying for an incentive on their purchase, including two-wheelers priced up to Rs 2.25 lakh, as outlined in the new EV Policy.

All purchase incentives for electric two-wheelers, three-wheelers (autos), and four-wheeled goods vehicles that are purchased and registered in Delhi will be disbursed through direct benefit transfers to individual buyers, proprietary firms, agencies, and companies that are residents of Delhi only.

A Model Approval Committee constituted under the Transport department of the Delhi government will be responsible for the empanelment of EV models across eligible vehicle segments for availing incentives and subsidies under the policy.

Keeping in mind the future changes, the EV policy also has a provision for introducing hydrogen fuel-based vehicles within the next four years.

Under the policy, EV buyers of electric vehicles could get quicker access to charging and battery-swapping facilities through a single-window clearance system for faster approvals, while resident welfare associations and housing societies are encouraged to install chargers.
