SECL conducts training on MSE, Make in India provisions for public procurement

The programme focuses on strengthening procurement practices through a better understanding of government policies, procedural requirements and preventive vigilance

New Delhi: South Eastern Coalfields Limited (SECL) has organised a two-day Capacity Building Programme on Public Procurement at MDI, Bilaspur, as part of its three-month Vigilance Awareness Campaign 2026.

The programme focuses on strengthening procurement practices through a better understanding of government policies, procedural requirements and preventive vigilance.

SECL Chief Vigilance Officer (CVO) Himanshu Jain addressed the inaugural session and conducted an interactive training programme, with emphasis on the Public Procurement Policy for Micro and Small Enterprises (MSEs) and Make in India (MII) provisions.

The session covered implementation of the policies across the procurement process, including measures to promote MSE participation and domestic manufacturing while ensuring fair competition, transparency and compliance.

Jain also used real-life case studies to highlight common procurement risks and procedural vulnerabilities, stressing the importance of due diligence at every stage of the procurement process.

The programme concluded with an interactive question-and-answer session, where participants discussed procurement-related challenges and sought clarifications on the application of MSE and Make in India provisions.

The initiative is aimed at strengthening procurement capabilities and preventive vigilance at SECL through informed decision-making, transparent procedures and effective risk mitigation.
