SECL CVO Himanshu Jain addresses DFCCIL session on public procurement and preventive vigilance

New Delhi: South Eastern Coalfields Limited (SECL) Chief Vigilance Officer Himanshu Jain addressed a training-cum-interactive session on public procurement and vigilance in the current context organised by Dedicated Freight Corridor Corporation of India Limited (DFCCIL), Kolkata.

The session was organised as part of DFCCIL’s three-month campaign on preventive vigilance and focused on strengthening understanding of public procurement processes, identifying vigilance risks across the procurement cycle and sharing best practices between the two organisations.

Jain highlighted the importance of transparency, fairness, accountability and probity in public procurement. Drawing on practical examples and case studies, he explained how vigilance principles can be integrated into procurement processes to support objective and informed decision-making.

The discussions covered various stages of the procurement cycle, including need assessment, preparation of Detailed Project Reports, tendering, bid evaluation, contract award, execution and payment. Potential risks associated with each stage and measures to mitigate such risks were also discussed.

Emphasising the broader role of preventive vigilance, Jain said that it should not be limited to identifying or preventing irregularities, but should also contribute to improving organisational processes, reducing risks and strengthening governance and decision-making.

The programme also facilitated an exchange of experiences between officers of DFCCIL and SECL on practical procurement challenges, organisational practices and approaches to preventive vigilance. The interaction provided an opportunity for both organisations to identify areas where procurement systems and processes could be further strengthened.

Officials and employees of DFCCIL participated in the programme, while officers from various tender-related departments of SECL, including young executives from SECL Headquarters and Management Development Institute (MDI), Bilaspur, joined the session through video conferencing.

The programme was part of ongoing capacity-building and preventive vigilance initiatives aimed at strengthening procurement systems and promoting transparency and accountability across public sector organisations.
