SECL’s DigiCOAL showcased as model for transparent governance at CVC National Workshop

New Delhi: South Eastern Coalfields Limited (SECL) on Tuesday showcased its flagship digital transformation initiative, "DigiCOAL", as a best practice for enhancing transparency, efficiency and accountability in public sector operations at a national workshop organised by the Central Vigilance Commission (CVC).

The presentation was made at the National Workshop on “Digital Initiatives for Increasing Transparency in Governance”, held at the SCOPE Convention Centre in New Delhi. SECL’s Chief Vigilance Officer, Himanshu Jain, highlighted how DigiCOAL has strengthened digital surveillance and data-driven management across critical mining operations, significantly improving operational transparency and institutional accountability.

During the presentation, Jain outlined key components of DigiCOAL, including a 'HEMM Fleet Monitoring System' for real-time tracking of heavy earth moving machinery, enabling monitoring of equipment location, operating hours and fuel consumption, while automatically detecting abnormalities such as fuel pilferage, excessive idling and route deviations. He also highlighted the role of video analytics and connected worker systems in reinforcing safety management and emergency response.

The initiative further leverages drone-based surveys to identify encroachments, monitor haul roads and mine slopes, and assess drainage systems during the monsoon. In addition, data-driven mine planning and optimised drilling-blasting techniques have improved production efficiency and operational precision.

SECL has also developed an integrated digital ecosystem encompassing digital land records, online training platforms, spare parts management systems and a digital war room, creating a unified and tamper-proof operational framework.

The workshop was watched through a live webcast at SECL headquarters in Bilaspur. Chairman and Managing Director (CMD) Harish Duhan participated via video conferencing, along with the company’s functional directors, senior officers and employees from headquarters and operational areas.

SECL said the presentation of DigiCOAL at a national forum reflects growing recognition of its digital transformation journey and underscores the role of technology-driven transparency in supporting responsible and efficient coal production to meet the country’s energy needs.
