New Delhi: In a major bureaucratic reshuffle, the Government of Odisha has effected large-scale transfers and appointments of IAS officers across departments and districts. The changes, notified by the General Administration & Public Grievance Department on July 22, aim to streamline administrative efficiency and strengthen governance at both state and district levels.

Key Appointments at the State Level

  1. Hemant Sharma, IAS (RR-1995), currently Additional Chief Secretary to the Government, Industries Department and Chairman, IPICOL, has been given additional charge as Additional Chief Secretary, Information & Public Relations Department.

  2. Sanjeeb Kumar Mishra, IAS (RR-1997), Principal Secretary to the Government, Odia Language, Literature & Culture Department, has been appointed as Principal Secretary to the Government, Finance Department, with additional charge as Chairman, IDCO.

  3. N.B.S. Rajput, IAS (RR-1999), Principal Secretary to the Governor, has been appointed as Principal Secretary, Public Enterprises Department, and will also continue as CMD, OSRTC.

  4. Bhaskar Jyoti Sarma, IAS (RR-1999), Principal Secretary, Sports & Youth Services Department and CMD, OPTCL, has been appointed as Principal Secretary, Excise Department. The additional charge held by Guha Poonam Tapas Kumar, IAS, stands terminated.

Commissioner and Department-Level Assignments

District-Level Postings

A significant number of Collectors and District Magistrates have been transferred or newly appointed:

  • Dibya Jyoti Parida, IAS (RR-2016) is appointed as Collector & DM, Puri.

  • Somesh Kumar Upadhyay, IAS (RR-2017) is posted as Collector & DM, Malkangiri.

  • Ashish Ishwar Patil, IAS (RR-2017) moves to Dhenkanal as Collector & DM.

  • Dr Subhankar Mohapatra, IAS (RR-2018) is the new Collector & DM of Sundargarh.

  • Keerthi Vasan V, IAS (RR-2018) is appointed as Collector & DM, Ganjam.

  • Manoj Satyawan Mahajan, IAS (RR-2019) will serve as Collector & DM, Koraput.

  • Chavan Kunal Motiram, IAS (RR-2020) takes over as Collector & DM, Jharsuguda.

  • Nruparaj Sahu, OAS(SS) becomes Collector & DM, Sonepur.

  • Ambar Kumar Kar, OAS(SS) is posted as Collector & DM, Jajpur.

P Anvesha Reddy, IAS (RR-2017) is appointed as Excise Commissioner, Odisha.

Kirandeep Kaur Sahota, IAS (RR-2021) becomes Commissioner, Cuttack Municipal Corporation.

Rehan Khatod, IAS (RR-2021) takes charge as Commissioner, Sambalpur Municipal Corporation.

Dr Rina Pradhan, IAS (RR-2021) is appointed as CEO, DMF, Keonjhar.

These changes are effective immediately, as per the official notification.
