New Delhi: The Department of Personnel and Training (DoPT), Government of India, has approved the entrustment of additional charge of the post of Chief Vigilance Officer (CVO) of Mumbai Port Authority (MbPA), to Manoj Kumar (IRS). He is currently serving as the CVO of Jawaharlal Nehru Port Authority (JNPA), Mumbai.

As per the official memorandum dated June 25, issued by the Ministry of Personnel, Public Grievances and Pensions, Manoj Kumar will hold the additional charge for a period of six months from the date of assuming office, or until a regular CVO is appointed for MbPA, or until further orders, whichever is earlier.

The approval follows a proposal forwarded by the Ministry of Ports, Shipping and Waterways on June 10.

Kumar joined the Indian Revenue Service (IRS) in 2003. He holds a Master’s degree in Politics with a specialization in International Relations from Jawaharlal Nehru University (JNU), New Delhi, and an LL.B. from Mumbai University. He has further enhanced his professional credentials through international courses, including "Inclusive Growth-Fiscal Policy" at the International Monetary Fund (IMF), Washington D.C., and "Applied Corporate Finance" at Cambridge University, U.K.

As a tax administrator, he has implemented various government policies and decisions related to direct taxes. With extensive knowledge in corporate structures, finance, and taxation, Shri Kumar possesses a deep understanding of the impact of fiscal policy across different socio-economic segments. He has also represented the Revenue Department in tax dispute matters before tribunals, particularly on Transfer Pricing issues.

Prior to joining the IRS, he served in the Indian Ordnance Factories Service and contributed to the distribution of food grains and essential items under welfare schemes in Uttar Pradesh, focusing on the needs of the economically weaker and marginalized sections of society.

This interim appointment aligns with the government’s policy of ensuring efficient and seamless vigilance administration across key public sector undertakings under the Ministry of Ports, Shipping and Waterways.
