New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the appointment of senior IAS officer Vivek Kumar Dewangan as Secretary of the National Commission for Scheduled Castes (NCSC), under the Ministry of Social Justice and Empowerment.
Dewangan, a 1993-batch Indian Administrative Service officer of the Manipur cadre, is currently serving in his parent cadre.
According to an order issued by the Department of Personnel and Training (DoPT) on September 5, his appointment will take effect from the date he assumes charge. He will remain in the post until his superannuation or until further orders, whichever is earlier.

Dewangan is presently listed as Additional Chief Secretary in charge of Tribal Affairs and Hills in the Government of Manipur. The Manipur government department’s official website identifies him as the senior administrative officer overseeing the department.
Before returning to his cadre, Dewangan served as Chairman and Managing Director of state-owned power sector financier REC Limited. He assumed charge of the company in May 2022 after serving as Additional Secretary in the Union Ministry of Power.
His appointment at REC had placed him at the helm of one of the country’s major infrastructure finance companies, which funds projects across the power generation, transmission and distribution segments.
Dewangan had also served as Joint Secretary in the Ministry of Power before being elevated as Additional Secretary. His experience at the Centre spans the power, energy, petroleum and natural gas, economic affairs, commerce and industry, law and justice, rural development and education sectors.
During his administrative career, he has held assignments related to finance, elections, agriculture, food processing, human resource development, sericulture, cooperation, revenue administration and Panchayati Raj. He has also served in district-level administrative positions in Chhattisgarh and Manipur.
Dewangan holds a Bachelor of Engineering degree in Electronics from NIT Bhopal and a postgraduate degree in optoelectronics and optical communication from IIT Delhi, according to his profile previously published by PSUWatch.
His new assignment takes him from roles largely associated with infrastructure, energy and state administration to a constitutional body responsible for safeguarding the interests of Scheduled Castes.
The NCSC monitors the implementation of constitutional and legal protections available to Scheduled Castes, investigates complaints involving the denial of their rights and advises the government on policies concerning their socio-economic development.

As Secretary, Dewangan will oversee the Commission’s administrative machinery and support it in conducting inquiries, reviewing safeguards and coordinating with central ministries and state governments.
