Indian Oil refutes ‘Ghost Delivery’ claims, asserts robust LPG distribution system

New Delhi: Indian Oil on Monday dismissed allegations of systemic irregularities in LPG cylinder deliveries, asserting that its distribution network remains robust, transparent, and driven by advanced technology with multiple safeguards to ensure delivery only to genuine consumers.

In a media release issued in response to recent reports flagging so-called ‘ghost deliveries’, the state-run oil major clarified that such instances, if any, are isolated and not indicative of any systemic failure. The company emphasised that its LPG network continues to efficiently serve lakhs of households across the country on a daily basis.

Indian Oil stated that any case where a delivery is recorded without actual receipt by the customer is treated as a serious violation. Such complaints are promptly investigated, and strict disciplinary action is taken wherever lapses are established.

Highlighting its delivery authentication mechanism, the company said it has implemented a strengthened six-digit Delivery Authentication Code (DAC) system, ensuring that LPG cylinders are handed over only after verified customer confirmation. The compliance levels across the distribution network remain consistently high, with deviations dealt with strictly.

The company further underscored its end-to-end digital tracking system, which monitors LPG cylinders from bottling plants to final delivery points, thereby minimising the risk of diversion or unauthorised handling.

Indian Oil also noted that system-level safeguards have been enhanced, including securing delivery confirmation APIs by restricting retry attempts and proactively blacklisting suspicious activities identified through Security Operations Center (SOC) monitoring.

On the enforcement front, the PSU said it conducts regular surprise inspections, audits, and coordination with local authorities to curb malpractices such as diversion of domestic cylinders for commercial use. Enforcement drives across states have led to seizure of illegally diverted cylinders and penal action against offenders.

Advising consumers, the company urged customers to share the DAC/OTP only upon physical receipt of the LPG cylinder, use authorised booking channels, and report grievances through official helplines or distributor networks for timely resolution.

Reaffirming its commitment, Indian Oil said it remains focused on ensuring a safe, reliable, and transparent LPG supply system, backed by continuous monitoring and strict enforcement mechanisms.
